According to the citizens of Naryn, problems with electricity supply exacerbate the situation in the face of severe frosts.
The At-Bashy district, located in the southern part of the Naryn region, is known for its harsh nature and is one of the coldest places in the region. It is bordered by the Baybiche-Tuu, Naryn-Tuu, and Zhaman-Tuu ridges to the north and the Torugart-Tuu and Kokshaak-Tuu ridges to the south. High mountains, such as Peak Dankov, which reaches an altitude of 5,982 meters, create a sharp contrast with the valleys, whose heights vary from 2,000 to 3,800 meters.
Moreover, the climate in At-Bashy is characterized by extreme harshness. Temperatures in the valleys can drop to -30 °C, while at higher altitudes, they can reach -45 °C, with maximum readings of -54 °C in the Ak-Sai intermountain basin. This place, recognized as the "pole of cold" in Kyrgyzstan, recorded the lowest temperature of -56.3 °C.
