The initiator of the bill was the Chairman of the Cabinet of Ministers.
The First Deputy Minister of Health, Aibek Matkerimov, noted that the main goal of this bill is to implement the presidential decree of August 28, 2025, No. 250, which introduces a state monopoly on the training of medical specialists.
According to the innovations, the Kyrgyz State Medical Academy named after I. Akhunbaev receives the status of a system-forming state university, which grants it the exclusive right to train specialists with higher medical and pharmaceutical education, as well as to retrain and improve their qualifications.
The main tasks of the KSMU will now include aligning educational programs with national and international standards, accreditation, developing practice-oriented training, simulation training, and implementing digital technologies.
As part of the proposed changes, the following laws will be affected:
- The Law "On the Licensing and Permitting System" — cancellation of licenses for educational institutions that do not meet the requirements of state accreditation;
- The Law "On Education" — defining the status and powers of KSMU as a system-forming university;
- The Law "On the Protection of Citizens' Health" — expanding the powers of the Ministry of Health in the field of licensing educational activities and training scientific personnel;
- The Law "On Science" — clarifying the legal status of scientific organizations in healthcare.
Important points regarding the changes:
- State educational standards for higher and additional medical education will be developed by KSMU and will receive state status;
- Control over the educational process and assessment of the quality of medical personnel training will be carried out by the Ministry of Health;
- The charter of the system-forming university will be approved by the founder, and licenses for medical and pharmaceutical educational activities will be issued by the Ministry of Health;
- Mandatory state educational accreditation will be introduced for all higher and additional education programs in the field of healthcare;
- State educational institutions of higher medical education will have the right to engage in financial activities outside the budget system;
- Heads of universities and research organizations in the field of healthcare will be appointed by the Ministry of Health;
- Internship and residency programs will be implemented by accredited educational institutions and clinical organizations with the awarding of specialties based on the results of practice.
