The committees of the Jogorku Kenesh approved in three readings the bills concerning the republican budget

Today, December 23, a joint meeting of several committees of the Jogorku Kenesh took place, including the committees on finance, budget, entrepreneurship, competition development, constitutional legislation, as well as labor and health. The meeting was attended by representatives of the Cabinet of Ministers, led by Chairman Adylbek Kasymaliev.

During the meeting, the deputies analyzed the draft laws concerning the republican budget: "On amendments to the Law of the Kyrgyz Republic 'On the republican budget of the Kyrgyz Republic for 2025 and the planned period of 2026-2027'" and "On the republican budget of the Kyrgyz Republic for 2026 and the planned period of 2027-2028." A report on the execution of the budget for 2024 was also presented.

During the discussion, Deputy Dastan Bekeshev raised important social issues, emphasizing the need for salary increases for teachers and educators. Deputy Chyngyz Ajibayev reported on the necessity of restoring the irrigation system in the Leilek district of the Batken region. Toktobubu Ashymbaeva highlighted the importance of targeted housing construction for educators through the State Mortgage Company. Kamila Talieva touched upon the topic of inflation, noting that salary and benefit increases should be felt by citizens. She also proposed developing a draft law to increase compensation for heroic mothers. Mahabat Mavlyanova raised issues related to ecology, construction, and irrigation, while Santalat Amanova suggested increasing funding for culture to 12 billion soms in 2026. Baktyyar Kalpaev called on the Cabinet of Ministers to pay attention to the gasification of the Batken region.

Seidbek Atambaev emphasized the need to improve conditions for prisoners and those in custody. Meder Chotonov raised issues regarding the development of social infrastructure, including the reconstruction of water supply in some villages of the Talas region. Ulukbek Uzakbaev discussed the protection of labor migrants' rights. Zhanibek Abirov clarified issues regarding the transformation of land plots in Bishkek. Gulzhan Satieva proposed building a modern House of Culture in Belovodsk in 2026, while Alisher Kozyuev raised the issue of clean drinking water in the Kara-Suu district. Umbetaly Kydyraliev noted the need to develop urban infrastructure due to the population growth in the capital. Aisarakhan Abdibaeva discussed environmental standards in subsoil use, and Gulnara Baatyrova proposed the construction of rehabilitation centers for the disabled. Rakhmat Junushbaeva clarified the status of local self-government budgets and issues related to subsidized rural administrations, while Ismanali Joroev raised topics of support for agriculture and small businesses. Ulan Primov suggested revising the mechanisms for calculating social benefits for low-income families.

Representatives of state bodies, including the Chairman of the Cabinet of Ministers Adylbek Kasymaliev, answered the deputies' questions. The Permanent Representative of the President and the Cabinet of Ministers in the Jogorku Kenesh, Almasbek Abytov, proposed to consider and approve the draft laws in three readings.

As a result of the discussion, the committees of the Jogorku Kenesh approved the draft laws "On amendments to the Law of the Kyrgyz Republic 'On the republican budget of the Kyrgyz Republic for 2025 and the planned period of 2026-2027'" and "On the republican budget of the Kyrgyz Republic for 2026 and the planned period of 2027-2028," as well as the report on the execution of the republican budget for 2024.
