Gulya Kozhokulova, a deputy, proposed to the acting Minister Gulzat Isamatova to reinstate the system whereby graduates who studied at the expense of the state budget were required to work for the government after completing their studies.

“Currently, there is a shortage of qualified personnel in the country. It is necessary to make it mandatory for those who graduated from universities on a budget basis to serve. The state should sign contracts with them. This is a similar practice to what existed during the Soviet era. Young specialists should be provided with appropriate benefits,” she noted.

Earlier, the Ministry of Health initiated a draft law that prohibits doctors from working in private clinics without five years of experience in state institutions.

At the moment, members of the Jogorku Kenesh are discussing Gulzat Isamatova's candidacy for the position of Minister of Science, Higher Education, and Innovations.
