Dosmambetov noted that this draft law was developed in accordance with the presidential decree, which grants the Kyrgyz State Medical Academy (KGMA) the status of a system-forming university. This implies the exclusive right to train specialists in the field of medicine and pharmacy, as well as to retrain and improve the qualifications of personnel.
According to the minister, accreditation was previously carried out by the Ministry of Education. He emphasized that some private medical universities continued to operate despite not meeting the requirements. "We will conduct a new accreditation, and if they do not meet the conditions, these universities may be closed," he added.
The main tasks of KGMA include adapting educational programs to national and international standards, conducting accreditation, developing practice-oriented training, simulation training, and implementing digital technologies in education.
The proposed changes to the legislation affect the following areas:
- The Law "On the Licensing and Permitting System" — cancellation of licenses for educational institutions that do not meet the requirements of state accreditation;
- The Law "On Education" — consolidation of the status and powers of KGMA as a leading university;
- The Law "On the Protection of Citizens' Health" — expansion of the Ministry of Health's powers in licensing educational activities and training scientific personnel;
- The Law "On Science" — clarification of the legal status of scientific organizations in the field of health care.
In accordance with the new proposals:
- State educational standards for higher professional and additional medical education will be developed by KGMA and equated to state standards;
- The Ministry of Health will carry out control and assessment of the quality of medical personnel training;
- The founder will approve the charter of the system-forming university, and licenses for medical and pharmaceutical education will be issued by the Ministry of Health;
- Mandatory state educational accreditation will be introduced for all higher and additional medical education programs;
- State medical educational institutions will have the right to conduct financial activities outside the budget;
- Heads of medical universities and research organizations will be appointed by the Ministry of Health;
- Internship and residency programs will be implemented by accredited educational institutions and clinical organizations with the awarding of specialties based on the results of practice.
