The head of the Kyrgyz Cabinet informed the deputies about achievements in the social sphere
According to the head of the Cabinet of Ministers of Kyrgyzstan, Adylbek Kasymaliev, an additional 229.2 thousand jobs were created in the first nine months of 2025. These results demonstrate the government's consistent policy of expanding the labor market and stimulating economic activity. Kasymaliev presented this information during a plenary session of the Jogorku Kenesh.
“The social protection system is also continuing to improve. Over the past two years, salaries for certain categories of budget employees, doctors, and mid-level medical staff have increased. The average salary for the first 10 months of 2025 was 42,919 soms, which is 19.2% higher than last year. Pensions have also increased: the minimum reached 7,500 soms, while the average is 11,254 soms,” he added.
To support mothers of many children, regions, and children, the programs “Bala bereke” and “Kelechekke salym” are being implemented. “As part of these initiatives, accounts have been opened for 3,100 children, to which 548.3 million soms have already been transferred. The ‘Social Contract’ project is also ongoing at the initiative of the President,” noted Kasymaliev.
The development of human capital remains at the center of state policy, according to him.
In the field of preschool education, in 2025, the number of children enrolled in kindergartens reached 44.3%, which is double the figure from 2020. More than 257 thousand children attend preschool institutions. By 2030, this figure is planned to be increased to 80% by opening at least 200 new kindergartens annually, he added.
The head of the Cabinet also noted that serious steps are being taken in school education to address infrastructure problems caused by population growth and migration.
“In 2026, the construction of 20 new schools in Bishkek, 10 in Osh, and 6 in Manas is planned. Emergency schools will undergo major renovations. The reform to transition to 12-year education, the digitalization of the educational process, and the updating of educational programs are ongoing. All textbooks will be available in the electronic library. For the first time, about 1 billion soms have been allocated for the publication of textbooks in the country, which will help develop domestic production and reduce dependence on imports. The President's directive to provide laptops to every teacher is also being implemented. The system of primary and secondary vocational education is receiving additional development within the framework of the 12-year program ‘Altyn kazyq,’ which will help raise the prestige of working professions and meet the demand for qualified personnel,” emphasized Kasymaliev.
Regarding higher education, universities are strengthening their material and technical base, enhancing their international status, and implementing their own infrastructure projects. Within the framework of the scholarship program “El ümutü,” 87.8 million soms have been allocated for the education of talented youth abroad.
Speaking about healthcare, Kasymaliev emphasized that this is “the main priority of social policy.”
“In 2024, 36.3 billion soms were allocated for healthcare from the state budget. Five major medical facilities have been built, access to medical services in the regions has been expanded, and institutions have received new ambulances. Currently, the construction of 39 medical institutions is ongoing, 27 facilities have been completed, and the construction of new perinatal centers has begun. Modern medical equipment has been purchased, including ultrasound machines for the regions. Over the past two years, 45 kidney transplant surgeries have been performed using budget funds.
In the future, the creation of a ‘Medical Town’ and a modern medical hub is planned. All measures being taken are aimed at strengthening social stability, creating jobs, and improving the living standards of the population, which remains a strategic priority for the state,” summarized the head of the Cabinet.
