Adylbek Kasymaliev presented the results of two key reforms in the field of digitalization of medicine and business simplification.

The first reform mentioned by the head of government concerned improving citizens' access to guaranteed medical services. This issue is critical for the health of millions of Kyrgyz citizens and is directly related to the implementation of the State Guarantees Program in the healthcare sector.

Despite the long-standing work of this Program, its implementation remained ineffective due to insufficient awareness among citizens and the lack of a single, convenient resource for obtaining information.

In response to this problem, as part of the 100-day cycle of the "Government Accelerators" program, a digital service called "Right to Health" was created and successfully launched. Now, over 5.2 million citizens, which accounts for more than 70% of the population covered by mandatory health insurance, can quickly receive personalized information about their medical rights and available services. Access to the service is provided through the mobile application "Tündük," eliminating the need to study complex documents or engage in lengthy consultations — a personalized response can be obtained in just one minute.

"This step is an important achievement for digital Kyrgyzstan and creates a strong impetus for the development of the healthcare system, making medical services truly accessible," noted Adylbek Kasymaliev.

The second reform discussed was related to simplifying the processes of re-registering individual entrepreneurs and transferring key operations to an electronic format.

The head of government emphasized that improving the quality of public services, reducing administrative barriers, and creating favorable conditions for the development of small and medium-sized businesses are priorities of state policy. However, previously, entrepreneurs were forced to visit tax authorities in person even for minor changes to their registration data, which created additional complications.

Each procedure took an average of 2–3 hours, including waiting in line. It became especially challenging when changing the legal address, as the application required interaction with tax authorities from two districts, extending the review period to 2-3 working days. This outdated practice caused unnecessary contacts with civil servants and distracted businesses from their core activities.

"Today, we can confidently state that this problem has been systematically resolved. As part of the 'Government Accelerators' program, the main procedures for re-registering individual entrepreneurs have been transferred to an online format through the 'Taxpayer's Cabinet,'" emphasized Adylbek Kasymaliev.

Now, the time for submitting applications has been reduced from 2-3 hours to 5-10 minutes, and personal visits to tax authorities are no longer required.

In conclusion, the head of the Cabinet noted that the results achieved testify to the targeted work of the relevant state bodies on the digitalization of public services and the creation of more comfortable conditions for citizens and businesses in the country.
