The sixth package of measures for debureaucratization has been reviewed by the Administration of the President of the Kyrgyz Republic.

During the meeting, the results of the commission's work over a certain period were summarized. While discussing the achieved results, special attention was paid to the reports and presentations prepared by Ayaz Bayetov. In particular, over the course of eight months, six packages of measures aimed at reducing administrative pressure were adopted, which reflected on numerous processes through hundreds of departmental decisions and draft regulatory acts.
Participants of the meeting noted the successful progress in optimizing administrative barriers, including a detailed analysis of regulatory acts and active participation of the business community in discussing changes in administrative procedures.
Additionally, proposals included in the sixth package of measures for debureaucratization were voiced during the meeting. The Ministry of Digital Development, in collaboration with the National Statistical Committee, developed the "data-driven government" concept, which aims to implement data-based decision-making practices.
The Ministry of Economy proposed to introduce the principles of "zero-plus" and "zero bureaucracy" in the field of public services, conduct an analysis of tax deductions to transition to a targeted approach and automatic calculation through the "Tündük" system. It was also suggested to implement a system of preventive consulting for businesses and to reform taxation in the field of online commerce.
One of the tasks was to study the possibility of redistributing compensation for medications for pregnant women and children under six years old. An important initiative was the expansion of the functionality of QR payments ELQR, including the possibility of cash-out through ATMs.
All the initiatives presented by government bodies were consolidated into the sixth package of measures and received approval from the members of the Interdepartmental Commission. The implementation of this package is aimed at further reducing excessive administrative procedures, eliminating duplicative requirements, expanding digital solutions, and increasing the focus of public administration on the needs of citizens and businesses.
In conclusion of the meeting, Adylbek Kasymaliev emphasized that the sixth package of measures represents a transition to a systemic transformation of processes in public administration. He noted that at the next stage, it is important not only to implement the adopted decisions but also to ensure strict control over their execution and achieve specific results.
At the end of the meeting, instructions were given to responsible government agencies for the implementation of the sixth package of measures within the established deadlines, with an emphasis on the personal responsibility of leaders for the final result.
