According to the Ministry of Agriculture, the new system will create a unified digital space for interaction between suppliers, responsible specialists of the ministry, and other structural divisions, providing an accessible and open mechanism for participation in the distribution of tariff quotas. Advantages for suppliers:
- registration on the portal quota.agro.gov.kg in online mode;
- the ability to submit electronic applications for tariff quotas;
- tracking the status of applications and receiving notifications via email.
Main functions of the system:
- acceptance of applications in electronic format through a single portal;
- automatic verification of company data using the Ministry of Justice databases;
- distribution of tariff quotas among new and existing suppliers based on fairness principles in three stages;
- online monitoring of import volumes and preparation of analytical reports;
- maintenance of electronic registers of applications, quotas, and issued conclusions with the ability to export in PDF format.
Expected results:
The introduction of the AIS will enable a paperless document flow in the process of distributing tariff quotas, which will increase the transparency of decisions made and minimize the influence of the human factor. A reduction in application processing times, improved efficiency of government agencies, and strengthened business trust in state quota processes are expected.
