Four plans for liberalization will be implemented in the construction sector
At the meeting of the Supreme Eurasian Economic Council held on December 21 in St. Petersburg, a number of decisions were made aimed at further developing the single market for services in the construction industry.
As part of this package, four liberalization plans were approved, covering 14 different service sectors related to the management of construction projects. These plans envisage a phased transition of general contracting and general design work to the principles of the single market for services (SMS).
The implementation of the developed roadmaps will allow the SMS regime to be extended to the construction of facilities for various purposes, including industrial, commercial, agricultural, and residential buildings, as well as the construction of highways and railways, energy, infrastructure, and production facilities. This will create conditions for construction companies from EAEU countries to operate throughout the Union without the need to establish additional legal entities, provided there is mutual recognition of permits and qualification documents issued in the country of registration.
Simplifying the approaches to regulating the construction sector will help reduce costs and optimize the implementation costs of projects, which will give an additional impetus to the development of the construction sector in the Eurasian space.
