This concerns migrants without legal grounds for staying in the Russian Federation
Starting from February 5, 2025, a new legal regime for foreign citizens without legal grounds for staying in the territory of the Russian Federation will come into effect. This was announced by the Ministry of Foreign Affairs of the Kyrgyz Republic.
According to Federal Law No. 260-FZ of the Russian Federation, adopted on August 8, 2024, a deportation regime is being introduced. It applies to those who have violated the rules of residence or stay in Russia.
Under the new rules, such individuals will be entered into a controlled persons registry. Various restrictions will be imposed on them, including a ban on changing their place of residence or stay without the consent of the internal affairs authorities, restrictions on driving vehicles, as well as on real estate and vehicle transactions. There will also be limitations on the ability to marry and difficulties in the banking sector, such as refusals to open accounts and restrictions on cash withdrawals exceeding 30,000 rubles per month.
“In the case of repeated violations of the established requirements, controlled persons may face decisions on administrative expulsion, placement in special institutions, as well as being declared undesirable for further stay in Russia,” the ministry added.
The Ministry of Foreign Affairs urged citizens of Kyrgyzstan to seek clarifications from the diplomatic and consular institutions of the country located in the territory of the Russian Federation.
For this purpose, "hotlines" have been established at embassies and consulates general in Moscow, St. Petersburg, Yekaterinburg, Novosibirsk, Kazan, as well as in offices in Surgut, Irkutsk, Yakutsk, Vladivostok, Krasnoyarsk, and Yuzhno-Sakhalinsk.
