Sadyr Japarov spoke at the First Central Asia – Japan Dialogue Summit in Tokyo

At the First Central Asia – Japan Dialogue Summit taking place in Tokyo, the President of Kyrgyzstan, Sadyr Japarov, delivered a speech.

As reported by the press secretary of the President of the Kyrgyz Republic, Japarov emphasized the importance of this summit, which aims to strengthen partnership relations between Central Asia and Japan.

“Since the establishment of this dialogue, our region has become self-sufficient, demonstrating stable economic growth and dynamic development across all sectors. In the context of positive dynamics, it is necessary to develop effective and long-term cooperation formats,” he noted.
The President supported the Japanese initiative to focus joint efforts on three main areas: ecology and sustainable development, communications, and human resource development.

Japarov also highlighted that Kyrgyzstan, as a mountainous country, faces serious challenges related to climate change. The melting of glaciers, reduction of water resources, and increase in natural disasters threaten the population and infrastructure. In this regard, the President proposed to create a regional early warning system for natural threats with the participation of Japan.

He noted that Kyrgyzstan is aimed at a “green” economy and the development of renewable energy sources, highlighting the Kambar-Ata-1 hydropower plant as a strategically important project. The President expressed interest in implementing Japanese “green” technologies and new financing mechanisms for environmental initiatives.

He also reminded about the UN program dedicated to the Five-Year Action Plan for the Development of Mountain Regions for 2023–2027 and invited international partners to participate in the Second Global Mountain Summit in Bishkek.

Sadyr Japarov highly appreciated the level of cooperation with Japan, noting the significant contribution of the Japanese side to the sustainable development of Kyrgyzstan, and invited investors to participate in the eco-friendly city project “Asman.”

The head of state emphasized that Kyrgyzstan's advantageous geographical location in the center of Eurasia opens opportunities for transforming the country into a transport, logistics, and financial hub. Improving connectivity and modernizing infrastructure will reduce business costs and strengthen the country's position in the region.

The President focused on the development of road and railway networks, civil aviation, and transport and logistics centers, as well as expanding Kyrgyzstan's participation in international transport routes. He also expressed readiness to cooperate with Japan in the field of information technology, designating the Kyrgyz High-Tech Park as a platform for joint digital projects and IT personnel training.

According to Japarov, the development of human resources is one of the key priorities in relations with Japan. He positively assessed the JDS program, whose graduates make a significant contribution to the country's development, and expressed interest in increasing educational quotas in Japanese universities, especially in the fields of information technology and engineering.

Furthermore, Japarov emphasized the importance of developing tourism as a factor for bringing the peoples of Kyrgyzstan and Japan closer together. He pointed out the rich cultural heritage of the country that can attract Japanese tourists and expressed readiness to work together on preserving cultural diversity and creating a specialized museum complex.

In conclusion, the President noted that Kyrgyzstan is actively developing its tourism infrastructure with the aim of forming a year-round tourist season, mentioning the large ski project “Ala-Too Resort” and inviting Japanese partners to cooperate in its development.
