- At the IV People's Kurultai, which took place on December 25 in Bishkek, a delegate from Osh, Eldan Kamalov, proposed to simplify processes and support the implementation of solar panels, as well as to allow citizens to sell excess electricity to the state.
Kamalov emphasized the importance of creating a youth center that would serve as a space for creative youth. This center should combine coworking spaces, startup platforms, and a tech park, which would create favorable conditions for the development of Kyrgyz youth and allow them to work on international projects without leaving the country.
“Regarding energy and ecology, this year Uzbekistan produced 8.5 billion kWh of electricity using solar energy. Given this experience, it is time to open a solar panel manufacturing plant in Osh and organize their installation on the roofs of state and municipal buildings, as well as residential houses. The installation of solar panels should become a mandatory condition when granting permits for the construction of new facilities. Additionally, it is necessary to develop a simple and accessible model that allows every citizen to produce solar energy in their home, connect to the power grid, and sell the surplus without bureaucratic obstacles,” he expressed his viewpoint.
Kamalov also stressed that if incentives or accessible loans are offered in this area, it would be a significant contribution from Kyrgyzstan to addressing global issues such as climate change, glacier melting, and ecology, which the president has repeatedly mentioned at UN meetings.
“I am submitting to the secretariat a project for the installation of solar panels in the Ken-Sai area of the city of Osh. Another important issue is traffic congestion. To address this, it is necessary to expedite the construction of multi-level parking lots and a bypass road around the city. The situation is exacerbated by the fact that the bridge connecting the two parts of the city is outdated and requires repair. The fourth topic is economic development. To improve the investment climate, a free economic zone (FEZ) 'Osh' should be created by building a modern industrial hub. This will create new jobs, strengthen the budget, and enhance the region's significance. Such economic zones focused on advanced technologies can be compared to Silicon Valley in the USA, Skolkovo in Russia, or Shenzhen in China,” the delegate concluded his speech.
