At the fourth national kurultai on December 25, Bektur Abdykalykov, head of the Association of Kyrgyz Students in Korea, proposed the implementation of a charter school system in Kyrgyzstan.

He noted that there is a high number of students in public educational institutions, which negatively affects the quality of education. Many families also find it difficult to afford education in private schools due to financial constraints.

According to Abdykalykov, "charter schools can be a solution to this problem. They are funded by the state and are under its control, but are managed based on clear requirements by private institutions. This will help reduce costs and improve the level of education," he added.

Additionally, he proposed the creation of a Council for Diasporas and Societies under the Administration of the President to unite the efforts of all diasporas for a systematic contribution to the country's development.

Regarding the "El Umutu" scholarship, Abdykalykov suggested increasing funding and allocating a quota for undergraduate students.
