In his speech at the 4th People's Kurultai, Kubanychbek Estebesov emphasized the need for radical transformations in the education system. He noted that the transition to a 12-year education system is not accompanied by sufficient measures to stimulate students' interest in knowledge. From a class of 30-35 students, only 5-10 show activity in lessons, the delegate added.

Estebesov proposed abandoning educational models based on socialist and communist principles and moving to a format that meets the requirements of the capitalist era. He stressed the importance of including courses on financial literacy, business, programming, and lessons on faith in the curriculum, which are necessary in the modern world. At the same time, the delegate questioned the need for in-depth study of exact sciences such as mathematics, chemistry, physics, and biology, and called for the appointment of specialists to implement a comprehensive reform in education.

Regarding social security, Estebesov pointed out that the current law does not meet the relevant demographic requirements. He criticized the existing rule that families cannot receive benefits if they own a car or if the parents are engaged in labor migration. The delegate emphasized that owning a car is a necessity, and labor migration does not necessarily indicate the financial well-being of a family.

Estebesov proposed introducing a digital system that would categorize people into two groups of benefit recipients, paid until the age of seven, regardless of whether the parents own land shares.

Additionally, the delegate called for limiting the import of cheap and potentially harmful goods into Kyrgyzstan that could negatively affect children's health. He noted that many such goods, lacking quality certificates, are sold near schools and called for increased control by phytosanitary services.

The delegate also expressed concern about the possible repeal of the law banning electronic cigarettes, which is being discussed in parliament.

In conclusion, Estebesov requested a legal assessment of the actions of those who managed the Ayil Okmotu of Mady in the Kara-Suu district in the context of land distribution.
