At the Kurultai, the issue of abuse in places of detention was raised

At the recent People's Kurultai in Bishkek, delegate Aysalkyn Karabaeva raised an important issue regarding the observance of human rights in correctional facilities, urging the president to take necessary measures.

She spoke about instances of cruel treatment and torture that occur in places of detention. According to her, inmates with illnesses are often denied necessary medications and water, citing "internal rules," despite their poor health condition. Karabaeva emphasized that the convicted individuals remain citizens of Kyrgyzstan and have the right to decent conditions of detention.

Additionally, she addressed the problems faced by the families of inmates.

According to her information, parents are forced to stand in long lines from early morning to deliver food, which often spoils due to the long wait. She also noted that during the cold season, inmates have their delivered heaters taken away, resulting in them suffering from the cold, which they perceive as a form of torture.

In conclusion of her speech, the delegate urged the president to pay attention to the conditions in closed institutions and consider the possibility of applying the amnesty law.
