At the IV People's Kurultai, one of the delegates representing the Kara-Suu district of the Osh region expressed the opinion that the women's quota in the Jogorku Kenesh needs to be revised.

He noted that the current system results in men who receive between 8,000 to 10,000 votes in elections not making it to parliament, while candidates who garner only 1,000, 2,000, or 3,000 votes do. In his view, this negatively affects men's motivation to participate in elections.

Furthermore, the delegate added that in some regions, including the Kara-Suu district, female candidates often receive more votes than their male opponents, which he believes better reflects the actual state of affairs.
