Duyshkeyev emphasized that teachers should not bear full responsibility for children's behavior: "Where is the child in the evening and who is he spending time with? Ultimately, the responsibility always falls on the shoulders of teachers. Instead of constantly punishing them, it is necessary to provide support. Parents must also realize their share of responsibility," he noted.
Additionally, the delegate suggested paying attention to the need for including mountainous and hard-to-reach areas in legislative norms, which could help improve the situation in these places.
He also touched upon the important issue of medical facilities in the Karakol rural district. Residents of the area need the restoration of local medical services, as the distance to the district hospital significantly hinders access to emergency care. "In emergency situations, the waiting time is too long," Duyshkeyev added.
