At the People's Kurultai, a delegate from the Osh region, Aysalkyn Karabaeva, raised the issue of human rights violations in the country, noting the selective application of laws: "They apply to some, but not to others."

She also expressed serious concern about the conditions in the pre-trial detention center (SIZO-1), where suspects and defendants are held, calling them inhumane.

"Here, people are subjected to torture. On the day of the trial, they gather at 6 a.m. and go there hungry. As soon as they arrive at the court, the guards, citing internal instructions, deny even a glass of water to the sick. People in need of water and medicine are left without assistance. This should not be the norm. Those responsible must certainly be punished, but they remain citizens of the Kyrgyz Republic and have the right to humane treatment," emphasized Karabaeva.

Additionally, she noted that the parents of the detainees are forced to stand in line from 6 a.m. to deliver food. In the heat, they may wait in line for 5-6 hours, and sometimes the food delivered turns out to be spoiled, but it is still accepted in the SIZO. Currently, even despite the cold weather, the guards have taken away the heaters provided by relatives. The detainees are freezing, and I consider this torture," added the delegate.

Karabaeva appealed to President Sadyr Japarov to pay attention to this situation and consider the possibility of enacting an amnesty law.
