The Ombudsman of Kyrgyzstan visited the pre-trial detention center No. 1 in Bishkek

Recently, Jamilya Dzhamanbaeva, the Ombudsman of Kyrgyzstan, visited the pre-trial detention center (SIZO-1) in Bishkek, where institution No. 21 of the State Penitentiary Service is located.

The Ombudsman's visit aimed to assess the conditions of detention and the rights of individuals under investigation.

She inspected all 19 cells in the women's block and spoke with the inmates.
During the inspection, Jamilya Dzhamanbaeva held private conversations with 12 women who wished to discuss their issues in private. During the meetings, legal advice was provided, and their statements were accepted.

The inmates reported instances of intimidation by two SIZO staff members and that they were being denied contact with relatives.

Many expressed dissatisfaction with the medical service, stating that assistance is provided with delays, and sometimes it is completely denied.

The inmates also noted that their criminal cases are being considered for too long, and they face violations of their rights to parole.

Some women did not have lawyers or could not contact them in a timely manner.

They requested an increase in the time allowed for meetings with their children, as short visits do not allow for meaningful communication. The children of the inmates are cared for by relatives or are in orphanages.

One of the women was accompanied by her 1.5-year-old child, as she had been transferred from institution No. 2 for additional investigative activities.

The Ombudsman urged the SIZO management to ensure the rights of children are upheld and to create comfortable conditions for them.

Jamilya Dzhamanbaeva also reviewed the quality of food provided to inmates during lunch.

Among the inmates are foreign citizens. For instance, a citizen of Uzbekistan, A. M., appealed to the Ombudsman for assistance in expediting her extradition, as the Sverdlovsk District Court of Bishkek had issued a decision for her return to her homeland on November 14.

A citizen of the Russian Federation also requested assistance in obtaining permission for phone calls with her children and organizing a meeting with the investigator.

Since the beginning of the year, representatives of the Ombudsman Institute have visited the SIZO 71 times, and 21 statements have been received from inmates.

Simultaneously, the Ombudsman's deputy, Zhanibek Zhorobaev, conducted monitoring of the men's block of SIZO-1, communicating with the detainees and accepting their statements.

All received complaints will be addressed, and recommendations and letters will be sent to the relevant state authorities based on the analysis.

Currently, there are 129 women and 1,514 men held in SIZO-1.

Following the monitoring, the Ombudsman provided recommendations to the leadership of the State Penitentiary Service to ensure the rights of those under investigation are upheld and to prevent violations of rights guaranteed by the Constitution.
