This appeal was prompted by the tragic death of a 47-year-old woman, a mother of three children. In this regard, Dzhamanbaeva emphasized the need for an immediate response from law enforcement agencies to all reports of domestic violence.
According to her, no case of violence against women should remain without proper attention and punishment.
"On her birthday, the mother of three children was killed by her husband. This tragedy once again highlights that women and girls in our country still do not have adequate protection. This makes it impossible to escape from abusive partners. The guilty must face severe punishment," Dzhamanbaeva stated.
According to information from the relatives of the deceased, she had contacted law enforcement agencies in November of this year with complaints about domestic violence and later initiated divorce proceedings. She left behind minor children.
The Ombudsman Institute will offer psychological and legal support to the family of the deceased.
Also, considering reports that the suspect may have been under the influence of alcohol, Jamila Dzhamanbaeva reminded the investigative authorities that according to Article 74 of the Criminal Code of the Kyrgyz Republic, committing a crime while intoxicated can be an aggravating circumstance when determining punishment.
According to the Ministry of Internal Affairs of Kyrgyzstan, in the first 11 months of 2025, there were 19,995 cases of domestic violence recorded, of which 519 cases were initiated.
In the Ombudsman Institute, there were 129 appeals regarding violations of the rights of women and children in the first 10 months of 2025, which is almost comparable to the 135 cases for the entire year of 2024. Of these, 24 appeals concerned domestic violence (31 in 2024).
