
Today, December 25, during a meeting of the Jogorku Kenesh, deputies reviewed and approved in three readings the bills concerning amendments to the law "On the Budget of the Social Fund of the Kyrgyz Republic for 2025 and the planned period of 2026-2027," as well as the bill "On the Budget of the Social Fund for 2026 and the planned period of 2027-2028." The parliament also approved the report on the execution of the Social Fund's budget for 2024, as reported by the press service of the Jogorku Kenesh.
According to the chairman of the Social Fund, Bakhtiyar Aliyev, the adjusted budget of the fund for 2025 will amount to 129 billion 183 million 671 thousand soms, which is equivalent to 7.3% of the gross domestic product. The budget for 2026 anticipates revenues of 137 billion 691 million 504 thousand soms and expenditures of 137 billion 303 million soms.
During the discussion, deputies touched on important aspects of the pension system. Dastan Bekeshev noted that citizens with disabilities find it difficult to choose the most suitable retirement option, suggesting a more detailed analysis of this situation.
Ilimbek Kubanychbekov emphasized the rules for pension appointments for residents of high-altitude areas and highlighted the need to create a fair pension system.
Dastanbek Jumabekov raised questions regarding the formation of the Social Fund's budget and the increase of pensions. Elvira Surabaldiyeva inquired about the ratio of the number of workers to pensioners, as well as forecasts for the future. Bakhtiyar Aliyev reported that this ratio currently stands at 0.9.
The initiator of the presented bills was the chairman of the Cabinet of Ministers.
Mahabat Mavlyanova and Zhyldyz Sadyrbaeva emphasized the need to increase the collection of insurance contributions and expand the number of their payers. Kamila Talieva expressed the opinion that there is a need to increase the basic part of pensions and raise payments to "Hero Mothers."
Burun Amanova raised the issue of the procedure for paying pensions to labor migrants, some of whom work illegally in the CIS countries, noting the importance of information campaigns to clarify these issues.
