Water reserves in Uzbekistan decreased by 6.5 billion cubic meters over the year

At the meeting of the Legislative Chamber of the Oliy Majlis on December 10, Minister of Water Management Shavkat Khamraev reported that over the past year, water reserves in Uzbekistan, including transboundary reservoirs, decreased by 6.5 billion cubic meters. He presented a report on the implementation of the Water Resource Management and Irrigation Sector Development Program for 2025–2028.

In 2025, more than 40 billion cubic meters of water were allocated for agricultural needs. The minister noted that the achieved savings are related to the preliminary accumulation of resources in reservoirs, the concreting of canals, and the increased use of water-saving technologies. However, the volume of water in internal reservoirs decreased by 2.7 billion cubic meters compared to the same period last year.
Khamraev also reported that from 2020 to 2024, 60 trillion soums of budget funds and 622 million dollars from foreign investments were allocated for improving water use and expanding water supply. As a result, by 2025, water-saving technologies were implemented on almost 60% of irrigated lands. In that same year, they were applied to 817.2 thousand hectares, allowing for the saving of 2.3 billion cubic meters of water.
As part of the infrastructure modernization, in 2025, many kilometers of canals and irrigation networks, as well as pumping stations and hydraulic structures, were built and reconstructed. Additionally, online monitoring systems and digital water accounting were implemented at some facilities. According to the ministry, the modernization of pumping stations and the use of energy-saving technologies allowed for a reduction in electricity consumption by almost 200 million kWh compared to the previous year.
The minister also pointed out violations identified during the implementation of certain projects. As a result of inspections, 22 officials were held administratively accountable, and 28 faced disciplinary actions, with some being dismissed from their positions.
Regarding plans for 2026, the authorities intend to implement water-saving technologies on an additional 503 thousand hectares, continue the reconstruction of irrigation infrastructure, and expand the use of digital water accounting systems. For these purposes, up to 1.6 trillion soums is planned to be allocated from the budget, along with attracting about 200 million dollars in foreign investments.
