In the Issyk-Kul region, a decision has been made to allocate about 13,000 hectares of land for the Toru-Aygyr rural district. This land will be used for the installation of renewable energy facilities, such as solar and wind installations, as well as for attracting investments. This was reported by Almaz Ismailov, a delegate from the district, at the IV People's Kurultai held on December 25, 2025.
Ismailov noted that a significant portion of the local population is engaged in livestock breeding, and in light of the reduction of pastures, it is necessary to compensate for the lost areas. As a solution, he proposed to provide local shepherds access to remote pastures located within the national park. He pointed out that these lands were previously used by the state farm "Tamchy" from 1950 to 2000. The delegate also made a request for assistance in obtaining temporary permits for pasture use for those who graze livestock on the summer pastures of Chiylek.
Additionally, he expressed gratitude for the construction of the Korumdu—Balbai highway, emphasizing that this project had remained unresolved for many years since the Soviet Union. At the same time, Ismailov raised the issue of the condition of the Balykchy—Korumdu road.
“Work on some sections began back in 2016, but has still not been completed. The contractor 'Long Hai' has not fulfilled all obligations regarding the installation of lighting and sidewalks on both sides of the road, which is leading to an increase in the number of accidents,” he reported, calling for the completion of the sidewalk and lighting construction work.
The delegate added that the village of Tamchy is surrounded by significant infrastructure projects: on one side is the airport, and on the other are recreational areas that are under construction. He also noted that the solar panel installation project in the area is progressing successfully.

The Department of Road Management of the Ministry of Transport of the Kyrgyz Republic signed a contract in the autumn of 2015 with the LLC "Cinda Road and Bridge Corporation 'Long Hai'" for the reconstruction of the Balykchy—Tamchy—Cholpon-Ata—Korumdu road section (104 km) for a total of 6.8 billion soms.

As reported by the press service of the Ministry of Transport in 2017, the general contractor 'Long Hai' failed to complete the reconstruction of the Balykchy—Korumdu road within the established timeframe.

In January 2017, Minister of Transport Jamshitbek Kalilov stated at a government meeting that construction began without the necessary technical and economic justification and project documentation.

In February 2020, it became known that since the beginning of the implementation of the Balykchy—Tamchy—Cholpon-Ata—Korumdu road project, the state funding amounted to 4.4 billion soms.

As of October 2022, the Ministry of Transport reported that the main works were completed, with about 14 kilometers remaining.

In January 2025, the Ministry of Transport predicted that the construction of the Balykchy—Korumdu road would be completed by the end of the year.
