- In Chon-Kemin, Rakhatebek Irsaliev, a private businessman, plans to build a small hydropower plant. Dastan Dunkanaev, a delegate from Chon-Kemin, announced this information at the IV People's Kurultai meeting held on December 25 in Bishkek.

However, according to the delegate, the terms of the agreements are not being fully met.

“For more than ten years, he has held onto three or four plots, promising to build the hydropower plant, but in fact, he has done nothing — and he does not transfer rights to other investors. I raised this issue at the second Kurultai. At that time, you recorded it and promised to take action, but unfortunately, no actions have followed.

Unfortunately, the law 'does not have retroactive effect' — it has been ten years since the plots were obtained. Therefore, let him either build the hydropower plant or return the plots so they can be handed over to those entrepreneurs who are actually ready to build,” the delegate concluded.
