Adylbek Kasymaliev announced a large-scale salary increase for budget employees

At the plenary session of the Jogorku Kenesh, the Prime Minister of Kyrgyzstan, Adylbek Kasymaliev, presented the main characteristics of the budget for 2026 and announced a significant increase in salaries in the budget sector.

Kasymaliev also outlined the key directions of the National Development Program of the Kyrgyz Republic until 2030.

According to him, the planned salary increase in 2026 will be the largest since 2022.
He reminded that in 2025, there was a salary increase for certain categories of budget employees, including technical and junior support staff, freelancers, civil servants, as well as for some employees who are not civil servants. In addition, payments for employees of law enforcement agencies, military personnel, scientific staff, judges, as well as employees of the Tax and Customs Services, the General Prosecutor's Office, the Central Election Commission, the Probation Department, and the Legal Aid Service were also increased.

“From April 1, 2026, it is planned to raise salaries for teachers, doctors, social workers, cultural and sports workers, and junior support staff by at least 50%. From September 1, 2026, allowances of up to 50% for state and municipal employees who are not civil servants, as well as for technical and junior support staff of government bodies and civil employees of law enforcement agencies, are provided,” the Prime Minister noted.

He also presented the National Development Program of the Kyrgyz Republic until 2030, which is a strategic plan for the long-term development of the country. The program includes the following key goals:

— GDP per capita — $4,500;

— Total GDP — over $30 billion;

— Average annual economic growth rate — 8%;

— Inclusion of Kyrgyzstan among the 30 countries in the world with a high level of sustainable development.

In conclusion of his speech, Kasymaliev emphasized that coordinated work of all state structures and society as a whole is necessary to achieve these goals, adding that only through joint efforts can the planned objectives be realized.

Following the meeting, the following reports were adopted:

1. Report on the execution of the budget for 2024;

2. Amendments to the budget for 2025;

3. Draft laws on the budget for 2026 and the planned period of 2027–2028.
