Starting from September 1, 2026, a new decree by President Shavkat Mirziyoyev will come into effect in Uzbekistan, introducing administrative responsibility for employees of educational, medical, and social institutions. This measure concerns staff who fail to report cases of violence against minors. The decree "On the Approval of the Strategy for Protecting Children from All Forms of Violence for 2026-2030" was published on December 24.

According to the document, the requirements will apply to employees of all relevant organizations, regardless of their organizational and legal form. This means that both state and private schools, clinics, and social services will be subject to new sanctions. The decree also instructs the Ministry of Internal Affairs, the General Prosecutor's Office, and the Ministry of Justice to develop the necessary amendments to legislation within three months.

Additionally, from the specified date, free legal assistance will be provided to children who have become victims or witnesses of violence, funded by the state budget. The involvement of guardianship and custody authorities will be mandatory at all stages of judicial proceedings if the violence is related to relatives or legal representatives of the child.

To protect the rights of minors, video recording of their preliminary testimonies will be mandatory, which will help avoid repeated interrogations and reduce the risk of psychological trauma for the victims. In-person confrontations between children and suspects of sexual offenses will only be conducted by special decision of the investigator, prosecutor, or court.

By April 2026, it is planned to launch a Unified Electronic Platform, which will be integrated with the "Digital Government" system and the emergency service "112". This platform will gather information about children in need of protection, as well as individuals prone to violence. It will ensure a unified statistical account and allow tracking the response of government agencies to each report of violence.

To enhance the qualifications of law enforcement personnel, short-term courses will be organized starting in February 2026 for investigators, prosecutors, judges, and lawyers specializing in child violence cases.
