Sadyr Japarov spoke at the meeting of the Supreme Eurasian Economic Council in St. Petersburg

In St. Petersburg, the President of Kyrgyzstan Sadyr Japarov participated in a meeting of the Supreme Eurasian Economic Council during his working visit to Russia.

Prior to this, a meeting of the leaders of the member states of the Eurasian Economic Union was held in a narrow format. It was attended by the Prime Minister of Armenia Nikol Pashinyan, the Presidents of Belarus Alexander Lukashenko, Kazakhstan Kassym-Jomart Tokayev, and Russia Vladimir Putin.
After that, an expanded meeting took place, which was also attended by the President of Uzbekistan Shavkat Mirziyoyev (observer country), the Minister of Trade of Indonesia Budi Santoso, and the President of Cuba Miguel Díaz-Canel Bermúdez, who delivered a video greeting. According to the press service of the President of Kyrgyzstan, the agenda included discussions on the most important aspects of the EAEU's work and determining further steps to deepen integration.
Summarizing the year, Japarov noted that the Union had passed it successfully and in an organized manner. He emphasized that 2025 has become a significant year for the socio-economic progress of the member states: economic stability has been achieved, the domestic market has been strengthened, and cooperation has developed.
“Economic cooperation within our Union is not just developing — it is actively strengthening. Mutual trade has reached nearly 100 billion US dollars, and these are not just numbers. This reflects the trust and mutual support between our states,” the president stated, adding that the potential for further growth in mutual trade has not yet been fully realized.
He also noted the need to develop and implement effective measures to increase the share of mutual trade in the overall trade turnover.
Sadyr Japarov emphasized that minimizing barriers and costs enhances the resilience of the Union and its competitiveness. “It is important for member states to ensure transparent, stable, and predictable conditions for trade when making decisions at the national level,” he added.
Speaking about Kyrgyzstan's indicators for the current year, the president noted positive dynamics: according to the results of 11 months, GDP grew by 10.2%, which was the result of growth in industry, construction, services, and agriculture.
Japarov confirmed the importance of food and energy security as key components of the economic stability of the countries. He proposed developing specific measures to strengthen the agro-food sector, ensure the population has safe and affordable products, support farmers, and attract investments in modern production technologies.
Highlighting the main directions of the EAEU's international activities for 2026, the President of Kyrgyzstan indicated that this document is aimed at stimulating economic growth, developing mutual trade, improving infrastructure, and implementing innovations.
“We continue to expand the geography of partnerships and conclude free trade agreements, viewing them as an effective tool to enhance the competitiveness of the economies of the EAEU member states,” Japarov said, expressing confidence that the businesses of the Union countries will take advantage of the opportunities opened by the agreements with Mongolia, the UAE, Iran, and Indonesia, signed this year.
In conclusion of his speech, he noted that Kyrgyzstan supports the initiation of negotiations with Uzbekistan on concluding an agreement on the exchange of information in the trade sphere, which will contribute to deepening interaction and increasing the transparency of trade procedures between customs services.
Sadyr Japarov also confirmed Kyrgyzstan's commitment to Eurasian integration and readiness for constructive and effective work in all areas of the Union's activities.
As a result of the meeting of the Supreme Eurasian Economic Council in St. Petersburg, several significant documents were signed.
The heads of the EAEU member states: Kyrgyzstan, Armenia, Belarus, Kazakhstan, and Russia signed the following important decisions:
— Decision to initiate negotiations with Uzbekistan on concluding an agreement between the EAEU and Uzbekistan on the exchange of information about goods and vehicles moving across customs borders;

— Decision on the main directions of the EAEU's international activities for 2026;

— Decision on the foundations of macroeconomic policy for EAEU members for 2026-2027;

— Order on the implementation of the decision of the Supreme Council dated May 8, 2015;

— Decision on the draft decision of the Supreme Council regarding the procedure for transferring amounts of import customs and other duties;

— Order on the draft decision on harmonization of legislation in the financial market;

— Decision on plans for liberalization in the services sectors in construction;

— Decision on the concept of tourism development within the EAEU;

— Decision on the principles and approaches to liability for violations of mandatory product requirements and conformity assessment;

— Decision on the principles for determining liability for violations of sanitary and phytosanitary measures;

— Decision on the amount of the fee when appealing to the EAEU Court;

— Decision on the presidency in the EAEU bodies;

— Order on the time and place of the next meeting of the Supreme Council;

— Order on personnel issues in the activities of the Chairman of the EAEU Court.
