Sadyr Japarov: The Era of Unpunished Predatory Enrichment Has Ended

At the fourth People's Kurultai, held on December 25, 2025, the President of Kyrgyzstan, Sadyr Japarov, emphasized that the country confirms its strength not only through words but also through actions. Currently, there is an active fight against corruption, organized crime, and other negative phenomena that have undermined its development for decades.

Japarov characterized corruption as a parasite that destroys not only state institutions but also public trust, as well as hinders economic growth.

“Our task is to completely eradicate this evil. We will steadfastly move forward in implementing anti-corruption reforms until we achieve significant results. The rules are extremely simple: for theft — prison, for embezzlement of state or public property — prison, for bribery — prison,” he stated.

The head of state noted that all citizens are equal before the law. The fight against organized crime will encompass not only the elimination of individual groups but also the dismantling of the mechanisms that have fueled crime for many years.

As a result of the efforts of national security and law enforcement agencies, hundreds of billions of soms, previously embezzled by corrupt individuals, have been returned to the republic's budget. These funds, belonging to the people, were returned from the pockets of criminals.

“We are strengthening the foundations of our state and continuing to move along this path. We are creating a new Kyrgyzstan, where the law will be a protection for honest citizens and a threat to criminals. The stronger the power, the freer and more confident the people will become,” Japarov added.

Additionally, the president addressed the issue of illegal privatization, which remains relevant. He noted that in the early years of independence, some individuals, guided by personal gain, illegally appropriated many assets belonging to the people. This caused significant harm to the state and deprived it of potential income and jobs.

“Today we are returning these assets to state ownership. The diligent work being carried out by law enforcement agencies is already yielding results. Hundreds of billions of soms in assets have been returned, and they should serve the interests of the entire society,” the president noted.

Japarov also pointed out the criticism of the authorities' actions, which are being portrayed as a threat to private property. “We guarantee the protection of rights to private property, and the state will never encroach on legally acquired property,” he emphasized.

According to him, those who committed corrupt crimes not only stole resources but also deprived the people of a future. “We cannot turn a blind eye to these crimes, which harmed every citizen and the state,” the president added.

“The era of unpunished plunder is over. We are not only returning what was stolen but also restoring the people's trust in the authorities. Our struggle is in the interests of every resident of the country,” he concluded, emphasizing the need to create a rule of law where the law is equal for all.
