Today, December 25, the President of Kyrgyzstan, Sadyr Japarov, addressed the people, the deputies of the Jogorku Kenesh, and the participants of the IV People's Kurultai, discussing the current situation in the country and key areas of its development.

Before the start of the Kurultai, the president familiarized himself with the tapestry "Ulut demi — Unguzhol" (The Spirit of the People — Its Original Path), which symbolizes the unity and harmony of multi-ethnic Kyrgyzstan, connecting the historical memory, modernity, and the future of the country.

The forum gathered 690 delegates, including representatives of labor migrants and ethnic communities.
The delegates elected 11 members of the counting commission and 17 members of the National Council, after which the latter elected a chairperson and two deputies.

Text of the president's address (free translation):

“Dear delegates of the IV People's Kurultai!

You have been elected as delegates due to the trust and expectations of the people. Congratulations on receiving your mandate!

First of all, I want to congratulate you on this event.

Dear delegates!

I must warn you that my speech will take some time. I intend to talk in detail about the current and upcoming work.

Therefore, I ask you to be patient and listen carefully.

Dear Kyrgyzstanis!

Today, December 25, 2025, we are starting the IV People's Kurultai. This institution, having become an important part of our political system, serves as a bridge between the past and the future of Kyrgyz statehood.

The People's Kurultai is the foundation of democracy. Here, every region and community can express their opinions, which will be heard by the highest authorities, leading to the adoption of unified decisions.

It serves as a support of trust between the people and the authorities, confirming that the state power consults with the people and takes their demands into account when making decisions.

With each passing year, the People's Kurultai is becoming an increasingly authentic voice of our people.

Dear Kyrgyzstanis!

Today, I want to assess the current state of our country, determine the course, and outline the key areas for building a new Kyrgyzstan in the coming years.

Kyrgyzstan is confidently strengthening its state foundations. The reforms being implemented contribute to the unity of society, openness of dialogue, and effective governance.

Having ensured internal consensus, we can focus on national security, improving the standard of living for people, and creating conditions for sustainable economic growth.

Over the past four years, the country's economy has demonstrated unprecedented growth.

This has been made possible due to the comprehensive development of key sectors and effective public administration. Over the past three years, the average GDP growth rate has been 9.8 percent.

Economic activity continues to remain at a high level. For the 11 months of 2025, real GDP growth reached 10.2 percent, which is a record.

According to the International Monetary Fund, in 2024, Kyrgyzstan entered the top three countries with the highest GDP growth rates, which vividly demonstrates the effectiveness of our economic policy.

If in 2020 the budget volume was 247.7 billion soms, by the end of this year it reached 1 trillion 93 billion soms, which is almost four times more in this short period.

This growth indicates the strengthening of the country's financial base and the validity of the reforms being carried out.

According to estimates from international rating agencies, Kyrgyzstan's sovereign credit rating in 2025 rose to "B+", which is a step towards increasing international authority and investment attractiveness.

All these indicators show that the economy of Kyrgyzstan is moving along the path of sustainable and quality growth. We have a reliable financial base and confidence in the future.

Our task is not to lose the achieved pace, strengthen the results, and ensure that every citizen feels the benefits of economic growth, creating a solid foundation for the future.

In 2021, I signed a decree on the National Development Program of Kyrgyzstan until 2026.

Under this program, the state is successfully implementing the set goals.

Many indicators have even exceeded the plans.

In particular, in 2024, GDP per capita reached $2,513, the unemployment rate decreased to 3.7 percent, and the poverty level was reduced by 4.1 percentage points.

It is well known that large funds are allocated for large construction projects.

Many wonder where such financial resources come from.

I will give an example from one of the areas.

With the return of the Kumtor deposit to state ownership, its profit is being discussed. This year, net profit amounted to $678 million.

If until 2020, Kyrgyzaltyn did not generate profit, this year its income amounted to $200 million. The Makmal deposit previously received subsidies from the budget, but this year it showed a profit of 670 million soms.

The gold shop opened last year by Kyrgyzaltyn earned 735 million soms in net profit over the year.

Until 2021, companies like Kyrgyzstan Air and Kyrgyz Temir Zholu operated at a loss, but now, like many other sectors, they have begun to operate profitably.

The answer to the question of where the funds come from lies in these sectors.

Today we are opening a new page in the history of the country.

Recently, we set ambitious but realistic goals and adopted the National Development Program until 2030.

The program includes priority areas that need to be implemented over the next five years.

Each delegate was provided with the program for detailed study.

The program until 2030 includes four key areas: industrialization, the creation of a transport and logistics hub, the development of agriculture and tourism, and the activation of green energy.

As part of industrialization until 2030, we plan to double the volume of industrial production and increase the share of investments in fixed capital to 50 percent.

Industrial and technopark zones will be created in the regions, and large production facilities will be built.

To form a transport and logistics hub, new railways and roads, logistics centers, and warehouses will need to be constructed.

Simplifying cargo transportation rules and eliminating administrative barriers are important steps forward. Agriculture will reach a high technological level and become a profitable sector of the economy.

Our goal is to double processing, achieve food self-sufficiency, and increase exports.

Tourism will develop as a modern profitable industry that meets international standards. Hotels, roads, airports, tourist routes, and recreation areas will be built.

By 2030, the share of tourism in GDP will reach 7 percent, and Kyrgyzstan will enter the top 50 tourist countries in the world.

Dear compatriots!

One of the key priorities of the National Development Program until 2030 will be supporting small and medium-sized businesses, which serve as the locomotive of the economy and create jobs.

The state aims for every citizen of Kyrgyzstan to live with dignity, be close to their family, and build their future through their labor.

Our goal is to create conditions under which everyone can confidently look towards tomorrow, develop, and earn a decent income.

Today, small and medium-sized businesses have become the backbone of our economy.

According to the results of the first nine months of 2025, this sector demonstrated significant growth.

The gross added value produced by small and medium-sized enterprises increased by 46.4 percent, amounting to 641 billion soms, and its share in the gross domestic product rose from 42.6 percent to 51.7 percent.

The number of small and medium-sized enterprises increased by 12 percent, reaching 20,000.

The number of employees in them grew by 5.3 percent, totaling 617,000 people.

This statistical data is the result of your labor and initiative.

The state will always be by your side.

We will continue to create favorable conditions for business: introducing transparent and convenient rules, providing financial support, and protecting against administrative barriers.

Every entrepreneur, whether a beginner or experienced, will be supported by the state as a reliable partner on the path to success.

Dear entrepreneurs!

I know that some of you face excessive inspections and even injustice.

I am aware of this.

After the New Year holidays, I plan to gather you, representatives of law enforcement agencies, and the business community to discuss all issues and make decisions.

We will provide significant relief for business.

Dear Kyrgyzstanis!

We are observing an important trend: investments in fixed capital are growing.

This means the opening of new enterprises, the development of industry, and the creation of new jobs.

More and more citizens are investing in production, processing, farming, and innovations.

This confirms trust in the state.

Kyrgyzstan is becoming attractive for international business. The increase in foreign investments and interest from large companies indicates the right direction of our development.

We are taking measures to ensure that investors feel protected. We are simplifying investment procedures and eliminating bureaucratic barriers.

Today, Kyrgyzstan is a convenient country for work, production, and export.

We need to expand the participation of foreign investors and increase the influx of private capital into industry, processing, and other sectors.

Investments should become the driving force for each region.

We will continue an open policy to turn Kyrgyzstan into one of the most attractive investment regions in Central Asia.

We are building a country where private and foreign capital is protected and has real opportunities.

Dear Kyrgyzstanis!

Ensuring national security and law and order is a concern for the future of the country and every citizen.

Kyrgyzstan demonstrates its strength by fighting corruption and organized crime. Corruption destroys state institutions and undermines the trust of the people.

Our goal is to eradicate this evil completely.

We will continue anti-corruption reforms until we achieve full results.

The rules are clear: if you steal — you will go to prison, if you embezzle property — you will go to prison, if you take a bribe — prison.

Everyone is equal before the law.

The fight against organized crime will not only be the elimination of individual groups.

We will dismantle the mechanisms that support crime.

Thanks to our struggle, security agencies and the prosecutor's office have returned hundreds of billions of soms to the budget.

These are the people's funds that were previously appropriated by corrupt individuals.

We are strengthening statehood.

We are on the path of purification and will not deviate from this path.

We are building a new Kyrgyzstan, where the law is a shield for the decent and a sword for criminals.

The stronger the power, the freer the people.

Dear Kyrgyzstanis!

Besides corruption, one of the most serious problems has been illegal privatizations.

Some individuals have illegally appropriated state assets, causing colossal damage.

Today we are returning these assets to the state and restoring justice.

Widespread work by law enforcement agencies is yielding real results.

Hundreds of billions of soms have been returned to the state.

This is the common property of the people and should serve the interests of society.

Some criticize these actions, claiming that it is an encroachment on private property.

I emphasize: we guarantee the inviolability of private property.

The state will not touch property acquired legally.

Those who embezzled state property not only stole resources but also our future.

We cannot turn a blind eye to this. They deprived the people of means to improve their lives.

Now, those who became rich through deception will not go unpunished.

The era of impunity is over.

We are returning what was stolen and restoring the trust of the people.

This is a principled struggle for every citizen.

We are building a rule of law where the law is the same for everyone.

Dear Kyrgyzstanis!

One of the heavy trials for Kyrgyzstan has been the lack of clear borders.

A country with undefined borders is vulnerable in terms of its security.

A complete resolution of the border issue is a guarantee of security and independence.

I want to express my gratitude to the members of the intergovernmental commission.

With the resolution of the border issue, we are entering an era of peace and trust.

Thanks to this, security is ensured not only for Kyrgyzstan but for all of Central Asia.

Now we will live in friendship and respect with our neighbors.

Dear Kyrgyzstanis!

A country without a reliable army and order has no future.

In recent years, we have modernized the defense sector.

Modern equipment has been acquired: drones, surveillance systems, high-precision systems.

Our army has received modern weapons that meet the 21st century.

We have updated training standards and improved social guarantees.

Today, the Kyrgyz soldier is ready to defend the country. We will continue to reform the army and instill military-patriotic education in the youth.

Dear Kyrgyzstanis!

Order is the mirror of the state.

We set ambitious goals. Kyrgyzstan should be associated with order and justice.

Law enforcement agencies must serve the people.

We will continue digitalization, the introduction of new technologies, and the improvement of personnel qualifications.

We will strengthen the material and technical base and social guarantees.

We will create a system for training security personnel: new training centers and courses will be opened.

We will implement the "Safe Country" project.

Intelligent cameras will be installed throughout the country, which will help reduce crime.

Every citizen has the right to safety, and the state must ensure this.

Dear compatriots!

The development of the judicial system is one of the most important foundations of the state.

The judiciary is the final instance of justice and trust.

Dissatisfaction with the work of the courts has been high.

The court must be strict and fair.

We have done serious work to renew the judicial system.

The salaries of judges have been increased, and conditions for independence have been created.

Now every judge must realize their responsibility.

There should be no place for corruption and pressure.

Judges who sell their decisions harm statehood.

I remind the employees of the judicial system: those who do not serve honestly will be removed from the system.

The state will strengthen the judiciary and protect judges from influence.

Think about it, let every decision you make be based on the law.

The people are watching and drawing conclusions.

Dear Kyrgyzstanis!

Work is underway in the country to strengthen infrastructure.

Billions of soms are directed to the development of each region. We are building roads, schools, and hospitals.

We are developing energy and utility infrastructure. The state is directing funds to all corners of the country.

To local authorities: think about the future of the allocated funds. Each region must show results.

Information that "some are given more, and some less" is not true.

Kyrgyzstan is a unified state. The success of one region is the success of the entire country.

The state will continue funding but will demand concrete results.

Dear Kyrgyzstanis!

The work on the equal development of all regions affects the life of every citizen.

We have achieved historic results in providing citizens with housing. In 2025, more than 4,600 families received apartments.

The state program "My Home" is truly a people's project.

In 2025, the funding volume for housing exceeded 40 billion soms. Currently, about 70,000 apartments are under construction.

The bulk of the construction is concentrated in Bishkek and the Chui region, but other regions are also receiving support.

Kyrgyzstan must become a country where the labor of every person is rewarded with a decent life.

The state must create equal opportunities for every family.

Dear Kyrgyzstanis!

Agriculture is a strategically important sector for Kyrgyzstan.

It is the foundation of social stability and food security.

We can confidently say that for six out of nine main types of products, the country is fully self-sufficient.

Thanks to preferential lending, farmers have the opportunity to modernize their farms.

We are forming agro-industrial clusters that provide a complete production cycle.

This is an important step towards transforming Kyrgyzstan into a country with high added value.

Updating the irrigation system is one of the priority areas.

Modern technologies are being implemented, which contributes to increased yields.

Our goal is to make Kyrgyz villages centers of growth and opportunity.

Youths should choose to stay in villages, not out of necessity.

Agriculture should be perceived as an important part of the economy.

Every hectare should generate income, and every producer should have access to markets.

Kyrgyzstan must become a country with reliable food security and a developed processing industry.

Dear Kyrgyzstanis!

We are building a new Kyrgyzstan based on strong institutions and trust between the state and society.

Every public servant bears a high responsibility. Their task is to be the support of the state and the hope of the people.

Public service is a sacred duty.

Public servants must be active and responsible. The era of inaction is over.

Today, each of you must understand that you are obliged to solve people's problems.

Caring for citizens must be part of official activities.

If problems arise, officials must solve them on the spot, without shifting responsibility.

We expect a creative approach and initiative from everyone.

I warn leaders: a high position is a great responsibility.

Every decision you make should be aimed at improving the lives of citizens.

Leaders' mistakes cost the people dearly, so I demand discipline and responsibility.

We will carry out large-scale reforms in public systems.

In the context of digitalization, we need strong personnel. I urge the youth to come to public service.

Career growth should depend on professional qualities, not connections.

Public servants should be close to the people and serve honestly.

We are building a country that will be a pride for future generations.

Dear compatriots!

I turn to issues of culture and responsibility to the Motherland.

A country changes when its citizens change their worldview.

We must preserve nature and pass it on to future generations.

Attitude towards nature is a manifestation of love for the Motherland.

Every parent should explain this to their children.

Let us preserve our nature.

The second important issue is the protection of women and children.

The state will take strict measures against violence.

We must change the culture of society.

Every father should instill respect for women in his son.

Every mother should teach her daughter to defend her dignity.

Only in this way can we build a safe society.

The third issue is respect for teachers and doctors.

The teacher shapes the future, the doctor protects life.

We must restore the authority of these professions.

Salaries for teachers and doctors will be increased starting April 1, 2026.

This is recognition of their significance for society.

The fourth issue is road traffic culture.

The level of accidents has become a problem of national scale.

We will implement new standards for driver training.

The fifth issue is the fight against fraud.

The state will strengthen control and legal measures against fraud.

The sixth issue is interethnic respect and tolerance.

The Kyrgyz people are famous for their hospitality.

We must respect everyone who lives in our country.

Creating false grounds for enmity is unacceptable.

We must raise the youth in the spirit of respect.

The seventh issue is religious education.

It is necessary to improve the quality of religious educational institutions.

Dear Kyrgyzstanis!

The family remains the foundation of society.

The increase in the number of divorces is alarming.

Strengthening the family should become a priority of state policy.

The eighth issue is demographic indicators.

Support for large families will become an important measure.

Dear Kyrgyzstanis!

To achieve the goals of the National Program until 2030, a healthy citizen is necessary.

In the coming years, the medical infrastructure will be updated.

New medical institutions are planned to be built and equipped with modern equipment.

Dear Kyrgyzstanis!

Education is the wings that lift a person.

Education must be competitive on a global level.

We will continue to modernize the educational infrastructure.

Our goal is to create an education system focused on developing thinking.

We will develop sports and culture.

Culture is the heart of the country.

The state will support cultural initiatives.

We are creating conditions for the development of cinema and art.

Dear Kyrgyzstanis!

The state pays attention to the development of road infrastructure.

Large-scale construction works are underway.

We are building roads and railways.

Kyrgyzstan will become a key player in global logistics.

We are developing aviation and energy infrastructure.

Energy security is the foundation of stability.

We are modernizing hydroelectric power stations.

Caring for water is caring for the future.

We must treat resources with care.

Dear compatriots!

We are entering a new era with great opportunities.

Kyrgyzstan must become a successful state.

Next year, we will chair the Shanghai Cooperation Organization.

This will be a significant challenge for the entire country.

We must present Kyrgyzstan as a modern and organized state.

In 2026, the World Nomad Games will take place.

This will symbolize the revival of our sports infrastructure.

I believe that a successful phase lies ahead for Kyrgyzstan.
