The initiative proposed by the state leaders of Kyrgyzstan, Uzbekistan, and China to create a railway corridor China–Kyrgyzstan–Uzbekistan is generating significant interest and support from various segments of society. This project holds important economic and infrastructural significance, as well as strategic importance for Central Asia. The legal community is also actively participating in the discussion, indicating a growing awareness of a comprehensive approach to international megaprojects.

With the increase in business activity and the growth of cross-border operations, there is a rising demand for specialized legal services for entrepreneurs, investors, and government agencies. In this regard, Chinese lawyers have proposed to establish a Bureau for China within the Association of Lawyers of the Kyrgyz Republic, which will serve as a platform for legal and consulting support for Kyrgyz-Chinese cooperation.

However, the implementation of such a large infrastructure project as the China–Kyrgyzstan–Uzbekistan railway is associated with various economic, legal, and political risks. It is important to consider issues of regional security, the balance of interests among participating countries, international competition for transport corridors, and the project's impact on the internal socio-political situation.

To this end, during the preparation of the Memorandum on Strategic Cooperation, the Chairman of the Bureau for China, Doctor of Economics and Professor of Law Liang Wenyun, proposed to establish a Center for Political Studies. This proposal underscores the contemporary understanding of the role of legal institutions in the context of globalization.

Today, the legal profession is becoming not only a tool for legal protection but also an important participant in shaping the international agenda and political-legal forecasting. Lawyers working at the intersection of international law, economics, and diplomacy play a significant role in international political processes.

To coordinate the work of the Center for Political Studies, Kyrgyz lawyers have proposed appointing Bakyt Baketaev, a well-known political scientist, as the chief expert. This choice is based on his extensive experience in analytical activities and deep understanding of processes in Central Asia, as well as his high authority in expert and international circles.

The involvement of a qualified political scientist in the legal structure emphasizes the importance of understanding that the success of international infrastructure projects depends not only on quality contracts and legal mechanisms but also on careful political analysis and strategic planning.

Thus, the establishment of the Center for Political Studies within the Bureau for China can be seen as a significant step towards an interdisciplinary approach that integrates law, politics, and economics within the framework of the development strategy for Kyrgyz-Chinese-Uzbek cooperation.
