It is important to note that the EBRD previously implemented two phases of the "Rehabilitation of Water Supply and Sewerage Systems" program in Osh, within which the second phase of the treatment facilities was modernized with a capacity of 80,000 cubic meters per day.
As of today, the city provides central sewage services to only 60% of the population, while other residents and social facilities remain without access due to the near-full capacity of the second complex of treatment facilities.
As part of the new project, the modernization of the first complex of treatment facilities, built in 1965, will be carried out. This facility had a capacity of 20,000 cubic meters per day and was used until 1978.
The European Bank for Reconstruction and Development will allocate 8.3 million euros, of which:
- 4 million — a loan from the EBRD;
- 3 million — a grant from the European Union from the Investment Fund for Central Asia;
- 1.3 million — a grant from the special Green Climate Fund of the EBRD.
The loan is provided for 15 years at an interest rate of 1% per annum with a four-year grace period. The project is expected to be implemented within three years.
As a result of the discussion, the deputies approved the agreement in the second reading.
