How the General Plan-2050 is Created. Data Sources for the Strategic Document

Public discussions on the General Plan-2050 took place in Bishkek, where the document's developers answered questions from local residents. They explained the data underlying this strategic document and how its implementation will occur.

Irina Grishechkina, a specialist from the Saint Petersburg Scientific Research Institute of Prospective Urban Development, which is developing the general plan for the capital, reported on the extensive work done to collect data.
During the preparation of the project, about 200 official requests were sent to municipal territorial administrations, as well as to regional and state structures.
According to Grishechkina, the analysis of information was conducted for each municipal territorial administration, which allowed for the identification of where residents live and work. This data became the basis for calculating the load on engineering and transport systems. Information was collected even at the level of individual residential buildings and apartments.


The collected data helped clarify the actual population of the city. Official statistics indicate 1.3 million residents; however, our calculations show that approximately 1.1 million people actually live in Bishkek.

All materials collected for the general plan form a unified database, which is handed over to the client. In the future, they will be used by the architecture department and other relevant agencies responsible for education, sports, as well as engineering and social infrastructure.

Based on the general plan, each agency develops its medium-term plans for up to five years, determining which facilities will be built, including schools, kindergartens, and other social institutions, while also specifying the required financial resources.

Grishechkina emphasized that the general plan will serve as the foundation for subsequent documents on territorial development. After its approval, planning and development projects (PZZ and PDP) will be developed, allowing residents to see specific solutions for the development of their neighborhoods and the placement of residential complexes.

Thus, the General Plan-2050 is transforming not only into a strategic document but also into a practical tool for the comprehensive development of the capital and the planning of key urban facilities.
