Experts criticized the Bishkek master plan project until 2050 and proposed amendments

In Bishkek, discussions continue regarding the city’s master plan for development until 2050. Experts from the "Urban Hub Bishkek" community, which includes specialists in urban planning, ecology, and transportation, have sent their comments and suggestions to the city hall and relevant government agencies.

According to the specialists, the draft master plan contains serious contradictions and risks that could exacerbate the existing problems of the city upon its implementation.
The main focus is on transportation policy.
Despite the emphasis on public transport, pedestrians, and cyclists, experts point out that the proposed measures are aimed at expanding the street and road network and building new interchanges.

Moreover, there is a lack of data confirming that such changes will solve the problem of road congestion. Specialists warn that without a comprehensive transportation model, this could lead to an increase in vehicle traffic and worsen the traffic situation.

There are also concerns regarding the urban planning aspect of the document. The master plan lacks clear restrictions on building height and density, especially in the central areas of Bishkek. Experts believe this could threaten the historical appearance of the capital and contribute to chaotic construction.
The document does not contain mechanisms for guaranteed land reservation for social facilities, such as schools and kindergartens. This could lead to a shortage of such facilities amid active residential construction.
Experts paid special attention to issues of greening and ecology. They noted that the calculations for green spaces included areas inaccessible to residents, and these zones lack reliable legal protection.

Experts emphasize that without clearly establishing the status of such territories, there is a risk of their development. Additionally, while the high level of air pollution in the city is acknowledged in the draft, the proposed measures are general and do not take into account building density and transportation loads.

The community also points out the lack of a clear mechanism for implementing the master plan. The document does not outline the stages of execution, sources of funding, and distribution of responsibilities between state and municipal structures. According to specialists, this raises doubts about the feasibility of achieving the stated goals.

The "Urban Hub Bishkek" noted that the master plan should not just be a formal document, but a real tool for the development of the capital. Experts urged the Bishkek city hall to revise the project, taking into account professional recommendations, and to ensure open discussion of key decisions before its final approval.
