The topic of electric scooter usage in Kazakhstan has once again attracted the attention of parliament. According to the Ministry of Internal Affairs, the situation is becoming increasingly serious, as noted by the publication Vremya.
During the discussion of the bill “On the Prevention of Offenses” in the Senate, Deputy Minister of Internal Affairs Igor Lepekha presented statistics that highlight the importance of this issue.
— Since the beginning of this year, 372 accidents involving electric scooters have been registered, resulting in three deaths and 385 injuries, — he noted, adding that the problem raises concerns among citizens. The deputy minister also pointed out that the primary responsibility for compliance with the rules currently lies with the police and local residents, while sharing companies remain on the sidelines.
— At present, about 29,000 people have been held accountable for violations of scooter usage rules, while sharing companies bear no responsibility, — emphasized Lepekha.
According to him, the Ministry of Internal Affairs often receives complaints about improperly parked scooters, which forces police to remove them and send them to impound, instead of this being the responsibility of municipal services.
The Ministry of Internal Affairs insists on the need for stricter regulation of the rental market.
— In any undertaking, there should be not only rights but also obligations, — noted the deputy minister. – We aim to legalize this activity so that sharing companies not only have rights but also bear obligations, such as insurance and other issues.
Lepekha also mentioned control measures that have already proven effective abroad:
— In developed countries, such measures work successfully. There are technical means to limit speed and control access to certain areas. Our specialists are confident that this is quite feasible.
Additionally, it is proposed to increase accountability for scooter users. Relevant changes will be made to the Code of Administrative Offenses.
— The category “scooter drivers” has been added to “other road users,” — explained Lepekha. – This will allow them to be held accountable for violations such as riding without a license.
Nevertheless, the responsibility for tracking the location of scooters will be placed on sharing companies.
— We have developed a detailed map that marks specific areas. Over the next six months, we will conduct testing to see if companies can meet the requirements, — concluded Igor Lepekha, adding that changes to regulatory documents may occur based on the results of the testing period.
It should be noted that on August 27, the chairman of the administrative police committee, Kaisar Sultanbaev, had already stated his intention to bring order to this area. He threatened to hold the heads of kick-sharing companies accountable.
