Illustrative image At the meeting, it was also noted that among the victims, 535 people sustained serious injuries, while 26 had minor injuries. The majority of accidents occurred in the construction sector (198 cases), followed by light industry (43), transport (36), and agriculture (35). The remaining incidents were distributed across other sectors of the economy.
During the investigation of the incidents, 2,372 violations of legislation were identified. As a result, fines totaling approximately 1 billion soms (over $83,000) were imposed on the guilty officials, and criminal cases were initiated in 196 instances. Compensation amounting to 6.1 billion soms ($508,300) was paid to the victims and their families.
Additionally, Juraev reported that in 2025, the State Labor Inspectorate (SLI) recovered 159 billion soms (over $13.2 million) in unpaid wages for 13,000 workers. Administrative fines totaling 22 billion soms ($1.8 million) were imposed on 8,259 officials for violations of labor legislation. Safety compliance inspections covered 7,327 enterprises, where approximately 11,000 violations were identified.
The Deputy Minister also noted that violations of labor rights are often recorded in state budget organizations, including city halls, educational, and medical institutions.
“Cases of unlawful dismissal most often occur in state budget organizations. Even if an employee violates labor discipline, their dismissal may be deemed unlawful due to procedural non-compliance, such as lack of timely notification or proper documentation. As a result, courts often reinstate such employees in their positions,” explained Juraev.
He added that the labor inspection, together with the Supreme Court, the Ministry of Justice, and the Ministry of Health, is developing amendments to legislation concerning dismissals and the issuance of sick leave.
As part of the legalization of informal employment, a survey of 17,000 enterprises was conducted, which allowed for the official registration of 80,000 jobs. The Ministry of Employment and Poverty Reduction plans to implement an online consultation system on labor relations using artificial intelligence, creating a database of 10,000 questions and answers available to citizens in digital format.
