Tynychbek Saidov, the director of the State Center for Vehicle Registration and Driver Licensing of the Kyrgyz Republic, urged drivers not to delay the exchange of indefinite driver's licenses.

He reported that currently, old-style licenses are being issued during the exchange, but starting in January 2026, new documents will be issued. "Although there is no deadline for the exchange, it is advisable to hurry. According to the Vienna Convention, licenses are valid for 10 years," he added.

Saidov reminded that the process of replacing licenses is free and applies to both indefinite and urgent, but already expired documents. An application for exchange can be submitted through the "Tunduk" app.

He also noted that mandatory replacement concerns drivers who obtained licenses between 2009 and 2012, when indefinite licenses were in effect.

According to him, one of the challenges in the exchange process remains obtaining the medical certificate form 083. In this regard, the agency has sent a request to the Ministry of Health of the Kyrgyz Republic with a proposal to simplify the process of obtaining the certificate in an online format. However, this proposal is merely a recommendation.

Saidov added that all documents held by driving schools have already been digitized.

Situation with Medical Certificate Form 083: Comment from the Ministry of Health

The Ministry of Health of the Kyrgyz Republic notes that due to the active campaign for exchanging driver's licenses, the number of people wishing to obtain a medical certificate has significantly increased.

"According to the heads of the Centers for Medical Services, there has been a significant rise in requests for this certificate in recent weeks. Previously, an average of 15-20 people applied for it per day, but now the number of requests has sharply increased, leading to queues in some medical institutions. If in September about 500 medical certificates of form 083 were issued daily across the republic, in December this figure rose to 3,000 certificates per day, which has almost sixfold increased the burden on clinics," the Ministry of Health reported.

At the same time, the agency emphasizes that the issuance of medical certificates is proceeding in a normal mode, and medical workers are accepting all applicants in order of arrival.
