The Ministry of Agriculture of the Kyrgyz Republic launches a digital system for distributing meat import quotas

The Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic has announced the start of pilot operation of an automated information system (AIS) for processing applications for tariff quotas for the import of certain types of meat. This measure aims to fully transition the quota management process to a digital format, which, in turn, will significantly enhance the transparency of the agency's operations and reduce the likelihood of corruption.

The new system, available at the website quota.agro.gov.kg, creates a unified digital space for interaction between importers and ministry staff. Suppliers can now register, submit applications, and track their statuses online, receiving notifications to their email. The system is also integrated with the databases of the Ministry of Justice, allowing for automatic verification of company information and eliminating the need to provide unnecessary documents.

An important aspect of the AIS's operation is the fair distribution of quota limits: the process takes place in three stages, considering the interests of both new and existing market participants. The system's functionality includes online monitoring of actual import volumes and automated maintenance of electronic registers with the ability to export documents in PDF format. It is expected that the transition to a paperless document flow will not only speed up the application review process but also significantly strengthen entrepreneurs' trust in the public sector by eliminating the human factor in the decision-making process.
