At the meeting of the Jogorku Kenesh on December 25, Deputy Umbetaly Kydyraliev expressed concern about the existing fines for missed subjects in universities.

Gulzat Isamatova, acting Minister of Science, Higher Education and Innovations, confirmed the existence of such practices in some educational institutions.

“If the fines are paid, does that mean the debt is settled?” the deputy clarified.

“No, it is also necessary to settle all academic debts,” Isamatova replied.

“My colleague mentioned indulgence in education. What do you mean by this term?” Kydyraliev asked.

In response, Isamatova explained: “Indulgence is a release from temporary punishment for forgiven offenses, as well as a document confirming such release, which could be purchased for money or merits, which became one of the reasons for reforms.”

“You are right. But the principle of indulgence in the educational sphere is unacceptable. This is the wrong path. Our youth should have the opportunity to receive quality education,” Kydyraliev concluded.
