"Ministers Stuck to Their Seats": What Else Delegates Discussed at the Kurultai

At the IV People's Kurultai, which serves as a platform for discussing pressing issues with representatives of the authorities, delegates raised numerous questions, including some quite unusual ones. With criticism, humor, and specific proposals, they discussed, among other things, the lack of official visits to rural areas, where, according to one participant, "ministers are glued to their chairs." He urged them to go out to the villages to see real life.

The topic of urban planning was particularly acute during the discussions. Participants criticized the chaotic construction in the capital, emphasizing that the general plan often remains just on paper. One delegate noted that "first we build high-rise buildings, and then we think about where children can play and where to park cars."

Among the most resonant proposals was the speech by Musabay Momunaliev, who called for a ban on the sale of alcohol in the country to reduce the level of violence and traffic accidents. He emphasized that such measures could help address social problems related to alcohol.
In addition, he raised issues related to healthcare and proposed sending representatives from the Ministry of Health to assess the condition of rural hospitals so they could see the situation on the ground.
Critical remarks also came from Mirlan Dzhusupbekov from the Jayil district, who pointed out the shortcomings in the work of various government agencies, such as the Ministry of Education and the Ministry of Transport. He noted that "some lack equipment, while others lack intelligence," which negatively affects the quality of public services provided.

Some delegates also raised issues of human rights and conditions in correctional facilities. A delegate from Osh, Aysalkyn Karabaeva, spoke about the harsh conditions in SIZO-1, where, according to her, inmates face "torture" due to a lack of water and access to medical services, and called for considering the possibility of amnesty.

A representative from one of the districts pointed out the need to create alternative transport routes, proposing to build a road from Aral to Too-Ashuu through Suusamyr, which could serve as a good alternative to the Bishkek - Osh highway.
Other delegates drew attention to environmental and social issues, including the lack of water supply, the poor state of irrigation infrastructure, and the shortage of social facilities in rural areas.
The speeches of the participants were marked by frankness and sometimes even sarcasm, reflecting public sentiment: from criticism of officials' actions to proposals for reforming the healthcare system and limiting the sale of alcohol to reduce the number of traffic accidents and cases of domestic violence.

The People's Kurultai serves as an advisory body intended for discussing and finding solutions to key issues of national and societal development. It involves delegates elected from all regions, and the results of their proposals are sent to government bodies for implementation and further analysis.
