In September, Energy Minister Talaybek Ibraev warned that the upcoming winter would be the most challenging for the country. In this regard, active measures for energy conservation began.
By mid-November 2025, the following measures were implemented in the republic:
- The use of outdoor lighting in government and administrative institutions in the evening is prohibited;
- The use of electricity in schools is limited after 6:00 PM;
- A new power limit for households has been set at up to 3 kW, requiring residents to choose between using a washing machine and an electric kettle;
- The operation of mining farms is prohibited until the end of March 2026;
- According to the Bishkek city administration, all electrical appliances in cafes, restaurants, and nightclubs, especially those that consume a lot of energy, must be turned off after 10:00 PM, although this requirement later became less strict;
- The president instructed to minimize electricity imports.
