Citizens face difficulties traveling abroad due to unpaid fines, - deputy

On February 12, 2026, during a plenary session of the Jogorku Kenesh, Deputy Mahabat Mavlyanova raised an important issue regarding the problems citizens face when traveling abroad due to unpaid fines.
She emphasized the need to create convenient conditions for instant payment of fines through mobile banking applications. “People cannot make payments on the spot, resulting in them losing their flight tickets and incurring losses,” the deputy stressed.

In response to this remark, the Deputy Head of the Supreme Court Apparatus, Aman Jumaliev, stated that users can check for fines and restrictions in advance using the "Tunduk" application. “Once the fine is paid, all restrictions are lifted within 24 hours,” he added.

In conclusion, Mavlyanova called for the development of a system for instant payments. On the same day, a draft law "On Amendments to the Code of the Kyrgyz Republic on Non-Tax Revenues" was discussed, which was being prepared for the second reading.
