The State Committee for National Security of the Kyrgyz Republic reported the detention of lawyer Rustam Isaev, who was involved in a fraud scheme related to construction and collateral lending. Previously, Manas Aseinovich Sultanov, who was engaged in usury activities, was detained in connection with this case.
According to the information from the State Committee for National Security, Sultanov used his position to profit from the financial difficulties of citizens, providing loans under conditions that effectively put them in a dependent position, allowing him to illegally seize their property.
His actions were accompanied by intimidation and pressure on the victims, which hindered their seeking legal protection.
Lawyer Isaev also played a key role in this criminal activity, offering his assistance as a partner and legal advisor to Sultanov.
It became known that he participated in blackmail and extortion from the heads of construction companies such as LLC "Expert Stroy" and LLC "Arz Development".
Possessing legal knowledge, Isaev assisted Sultanov in restricting property rights on real estate and threatened company representatives and shareholders, coercing them into transferring property.
According to the State Committee for National Security, as a result of the actions of Isaev and Sultanov, 89 shareholders of the residential complex "Silk Road" and a number of citizens who used the services of these loan sharks were harmed.
In this regard, the materials of the case were transferred to the General Prosecutor's Office of the Kyrgyz Republic, where a criminal case was initiated against lawyer Isaev under part 4 of article 41 and part 3, paragraph 2 of article 208 of the Criminal Code of the Kyrgyz Republic.
On January 19, 2026, searches were conducted as part of this case, resulting in Isaev being detained and placed in the isolation facility of the State Committee for National Security.
The investigation is ongoing, and other individuals involved in this case are being identified.
