
According to the agency, earlier in this case, Manas Sultanov was arrested. He was engaged in pawnshop and usury activities, providing people with money under extremely unfavorable conditions with high interest rates, which effectively deprived them of the ability to repay their debts. The investigation revealed that Sultanov illegally seized both movable and immovable property from his clients, using psychological pressure and obstructing them from seeking legal protection.



The investigation has established that lawyer Isayev was not only an accomplice but also an accessory to Sultanov. Posing as his partner, he participated in intimidating and extorting from the heads of the companies "Expert Stroy" and "Arz Development." In addition, Isayev used his legal knowledge to assist in the illegal restriction of property rights on several construction sites and threatened both representatives of construction companies and investors.
According to GKNB, as a result of the illegal actions of Sultanov and Isayev, 89 investors of the residential complex "Silk Road" were harmed, as well as employees of construction companies and citizens who used their usury services.
The materials collected in the case have been transferred to the General Prosecutor's Office. A criminal case has been initiated against Rustam Isayev under part 4 of article 41 and paragraph 2 of article 208 of the Criminal Code of the Kyrgyz Republic. On January 19, GKNB employees conducted searches and investigative actions, after which Isayev was arrested and placed in a temporary detention facility. The investigation is ongoing, and other individuals involved in the case are being identified.
Earlier, GKNB reported the detention of the owner of a network of pawnshops and a major usurer S.M.A., who was also engaged in illegal activities in the capital, making illegal profits at the expense of citizens in difficult financial situations.
