The court sentenced a man, who was detained by the Main Intelligence Directorate of the Ministry of Internal Affairs, to life imprisonment for the case of an attack on a classmate's house in Kochkor.

The court proceedings for the criminal case related to the armed attack on a family in the Kochkor district of Naryn region are now under review by the Supreme Court.

Decisions from two lower courts found the man guilty on several counts of the Criminal Code, including murder.

In January 2025, the Ministry of Internal Affairs reported the arrest of a suspect in the robbery in Naryn region. At that time, law enforcement authorities stated that on the night of January 7, the perpetrators entered the house, inflicted bodily harm on citizens S.Ch. and Zh.A., and stole a safe containing 500,000 soms. The victims were hospitalized.

A criminal case under Article 207 ("Robbery") of the Criminal Code was initiated by the investigative service of the Kochkor district police. Officers from the Main Directorate for the Fight Against Organized Crime and the Naryn region police identified the suspect K.U., born in 1982, and arrested him at Manas Airport as he attempted to leave. He was taken to the investigative department and placed in custody.



The investigation established that on January 22, K.U., upon arriving in Bishkek, opened a bank account and deposited 450,000 soms, of which he transferred 190,000 soms to his daughter and 150,000 soms to his wife. During a search, evidence was seized. The investigation is ongoing.

According to the case materials published in the State Register of Judicial Acts, at a hearing in the Kochkor District Court, the accused Ulan [name changed K.U.K.] stated that he does not admit guilt for murder, attempted murder, and destruction of someone else's property, but fully confessed to the robbery. He explained that on the day of the incident, he went to the victims' house because they had previously had a good relationship, but due to his difficult financial situation, he decided to commit a crime.

He stated that in December 2024, he lost 832,000 soms at the Osh market, which forced him to urgently seek ways to recover his losses. He also had a debt to S.Ch. amounting to 1,348,000 soms, which he was supposed to repay by early January 2025. Realizing that he could not find money legally, he decided to commit a crime and entered the victims' house with the intent to steal, not intending to harm their life or health.

The accused reported that he had known the victims for a long time, they had business relations in livestock sales, and they maintained good ties. After losing a significant amount of money, he was in a depressed state, experiencing depression and undergoing treatment at a medical facility.

The investigation established that on January 6, 2025, S.Ch. demanded the repayment of the debt over the phone, stating that he was leaving for the city on January 10. After that, Ulan found himself in a desperate situation and decided to commit a crime. He had previously taken a metal rod with a pointed end to pry open doors and bought gasoline to destroy his clothes and hide traces, but ultimately discarded it on the way.

At around 1:30 AM, he arrived at the victims' house, where the door was open. Upon entering, he turned off the electrical panel, although the lights remained on in some rooms.

Going upstairs, he noticed open doors and locked the room where the children were sleeping. In the adjacent room, he saw the light from Zh.A.'s phone and, by its light, noticed the safe at the entrance. When he attempted to carry the safe out, it made a noise, waking A. In a panic, the accused struck her with the rod, not remembering how many times. When S.Ch. woke up, he was also attacked with the rod and fell.

To create the appearance of multiple individuals present, the accused shouted "Let's go, let's go," carried the safe out, but, unable to handle its weight, returned to the house, opened the safe, and discovered 500,000 soms, which he took, leaving the other items behind. From this amount, he transferred 190,000 soms to his daughter's account via an app and 150,000 soms to his wife. He spent the remaining money.

Later, upon learning about the victims' dire situation, he experienced severe emotional distress and even attempted to take his own life. He stated that he intended to leave for Russia and purchased a plane ticket, but was detained at the airport. During a search, he was found with 88,900 Russian rubles and 200 dollars, which he planned to give to the victims.

The accused expressed regret for his actions, noted that the deceased Zh.A. was his classmate, and apologized to the victims, asking for punishment within the law.

The accused's lawyer requested at the hearing to consider that Ulan had no prior convictions, had minor children dependent on him, and asked to terminate the criminal prosecution under Articles 122 ("Murder") and 216 ("Destruction or Damage to Someone Else's Property") due to lack of evidence.

The victims, their legal representatives, and witnesses at the court session detailed the incident, emphasizing the brutal nature of the attack, the severe bodily injuries, the prolonged coma of the victim Zh.A., and her subsequent death. The victims insisted on the accused's full guilt and requested a life sentence.

By the verdict of the Kochkor District Court of Naryn region on June 11, 2025, Ulan was found guilty under paragraphs 1, 3 of part 2, part 3 of Article 207 ("Robbery") of the Criminal Code and was sentenced to 10 years of imprisonment with confiscation of property.

Under paragraphs 2, 10, 14, 16 of Article 37 ("Attempt") - 122 ("Murder") of the Criminal Code, he was sentenced to 10 years of imprisonment with confiscation of property.

Under part 2 of part 3 of Article 37 ("Attempt") - 216 ("Destruction or Damage to Someone Else's Property") of the Criminal Code, he was sentenced to 8 years of imprisonment.

And under paragraphs 10, 14, 16 of part 2 of Article 122 ("Murder") of the Criminal Code, he was sentenced to life imprisonment. According to Article 77 of the Criminal Code, the final sentence was life imprisonment with confiscation of property to be served in a high-security correctional facility. The time spent in custody was counted (1 day in custody counts as 2 days of imprisonment).

The term of imprisonment begins on January 25, 2025.

The verdict of the Naryn Regional Court on October 21, 2025, amended the verdict of the Kochkor District Court from June 11, 2025, regarding the convicted individual. He was found guilty under paragraphs 2, 3 of part 3 of Article 207 ("Robbery") of the Criminal Code. And under part 2 of Article 37 ("Attempt") - 216 ("Destruction or Damage to Someone Else's Property") of the Criminal Code, he was sentenced to 5 years of imprisonment.

Paragraph 16 from the operative part of the verdict of Article 37 ("Attempt") - 122 ("Murder") of the Criminal Code was excluded. In all other respects, the verdict remained unchanged.

The prosecutor of the Naryn region prosecutor's office, Adylbekov, submitted a petition to the Supreme Court requesting changes to the judicial acts of the first and appellate courts regarding the convicted individual.

The case materials have been forwarded to the Supreme Court for further consideration.
