At Issyk-Kul, a meeting of young people ended in a traffic accident that resulted in the deaths of 3 people. The court issued a verdict for the perpetrator.

In the Issyk-Kul region, the court proceedings regarding a road traffic accident that resulted in the deaths of 3 people have concluded.

The perpetrator of the accident received a 9-year prison sentence, followed by a 3-year probationary supervision.

Turmush reported on this incident in April 2025. The information stated that in Karakol, on the night of April 6 to 7, a collision occurred between a "Toyota Ist" and a "Toyota Carina" at the intersection of Gebze and Koenkozov streets between 01:00 and 02:00, resulting in fatalities.

According to the Internal Affairs Department of the Issyk-Kul region, a criminal case was initiated regarding the incident, and forensic and technical examinations were appointed. The daughter of one of the victims, N.R., born in 1982, stated that she last saw her mother on April 6 when she was returning from a café with friends on Gebze street. According to the daughter, the second car crashed into their taxi after veering off Koenkozov street.

N.R. worked as a laboratory technician at a hospital. That evening, she was with a colleague, who reported that they ordered a taxi after leaving the café.

According to data from the State Register of Judicial Acts, Shukhrat [name changed to Sh.Ch.K.] was driving a "Toyota Carina" on the night of April 7, 2025, around 01:30, while intoxicated and without a driver's license, exceeding the speed limit. He failed to yield to the "Toyota Ist," leading to the tragic collision that claimed three lives.

The Karakol City Court found Shukhrat guilty on July 10, 2025, under parts 4 of Article 312 ("Violation of traffic safety rules") and 1 of Article 144 ("Leaving in danger") of the Criminal Code.

Based on part 4 of Article 312 of the Criminal Code, he was sentenced to 9 years in prison, with a ban on driving for up to 1.5 years in a general regime correctional facility.

According to part 1 of Article 144 of the Criminal Code, he was fined 20,000 soms. As a result, Shukhrat was deprived of the right to drive for 3 years.

The measure of restraint in the form of detention was maintained until the sentence comes into legal force. After that, the measure will be revoked.

The term of punishment begins on April 8, 2025. The time spent in custody before the sentence comes into legal force will be counted at the rate of one day for every two days of imprisonment.

Shukhrat is required to pay 100,000 soms to the victim M.N.K. and 100,000 soms to R.K.M. for moral damages.

Dissatisfied with the verdict, Shukhrat, through his lawyer, filed an appeal with the Issyk-Kul Regional Court. In the appeal, he stated that witnesses, friends of the accused, claimed that on the day of the incident, they met and consumed alcoholic beverages, but could not definitively say whether Shukhrat had consumed alcohol.

At the court hearing, Shukhrat and his defender supported the appeal, noting that he fully admitted his guilt, and the victims signed a reconciliation agreement, having no claims against him. They requested to change the sentence and impose probationary supervision.

The victims K.R., N.M., and A.A. also confirmed that they reconciled with the accused and requested his release under probationary supervision.

During the court session, D.A., the daughter of the deceased R.N.A., was questioned and confirmed that she last saw her mother on April 6. She stated that after the incident, her grandmother felt unwell and she went to court.

Witness A.A.K. testified that the deceased N.Sh. was his classmate. He also confirmed that they were drinking alcoholic beverages that evening and that Shukhrat was drunk when he was driving the car.

According to his testimony, after leaving the café, Shukhrat disappeared, and his friends began to look for him, after which the accident occurred.

Shukhrat's friend, Zh.A., stated that they were drinking together and then headed to the café. He also confirmed that Shukhrat was driving the car while intoxicated.

Witness S.Ch.I., who works in a taxi, reported that on the day of the incident, he picked up passengers and headed to the café. He did not notice any other vehicles, and after the collision, he lost consciousness.

The judicial panel of the Issyk-Kul Regional Court, having reviewed the case, changed the verdict of the Karakol City Court on October 29, 2025.

Taking into account Article 82 of the Criminal Code, it was decided to release Shukhrat from serving the 9-year prison sentence and impose 3 years of probationary supervision.

According to Article 83 of the Criminal Code, Shukhrat is subject to probationary obligations, and the measure of restraint was revoked, releasing him from custody in the courtroom.

The issue of compensation for moral damages will be resolved within the framework of civil proceedings.

The other parts of the sentence remained unchanged, and the appeal was partially granted.

The verdict comes into force from the moment it is announced. Interested parties may appeal it to the Supreme Court.
