According to information from the GKNB provided in October 2025, the department head was detained by representatives of the GKNB and the Ministry of Internal Affairs' Internal Investigations Service on suspicion of fraud under Article 209, Part 4, Clause 4 of the Criminal Code.
The investigation established that police major K.N.T. deceitfully obtained money from citizens of Naryn. He was placed in a temporary detention facility on October 9, and later the court assigned him a two-month detention period.
According to the case materials published in the State Register of Judicial Acts, it was established during the preliminary investigation that the accused Kuban [name changed K.N.T.] offered the victim to pay an administrative fine for an offense, convincing him to transfer 7600 soms to his account. He then used these funds for personal purposes. As a result, he was held accountable under Article 209, Part 4, Clause 4 of the Criminal Code, and the case was sent to court for further consideration.
While serving as the head of the Road Traffic Safety Department of the Naryn District Department of Internal Affairs, the accused violated the law by abusing his official position and performing his duties improperly, which led to the unlawful appropriation of someone else's funds.
On July 7, 2025, Kuban went to the narcology department after a call from junior inspector N.Sh. During the check, it was revealed that driver B.A. was in a state of alcohol intoxication on the 368th kilometer of the Bishkek–Naryn–Torugart highway. A protocol was drawn up regarding this fact, and the vehicle was placed in the impound lot of the Naryn Department of Internal Affairs.
On July 10, 2025, the Naryn District Court reviewed the case of B.A., finding him guilty under Article 193, Part 1 of the Code of Offenses and imposing a penalty of deprivation of the right to drive vehicles for one year. The court also indicated the necessity of returning the "Mercedes-Benz Sprinter 216" to its owner.
However, Kuban informed B.A. that additional protocols needed to be drawn up for "disobedience" and "lack of a driver's license," stating that the vehicle would not be returned until the fines were paid. When B.A. expressed the need for the vehicle, Kuban suggested that he transfer the money personally, promising to pay the fines.
Misleading the victim, Kuban stated that the total amount of fines was 7600 soms: 5500 soms for "disobedience," 1000 soms for lack of a license, 1000 soms for case consideration, and 100 soms as a commission.
On July 10, 2025, at 18:49, Kuban received a transfer of 7600 soms, after which he issued a permit for the return of the "Mercedes-Benz Sprinter 216."
Later, B.A. received only one protocol about the offense through the "Tündük" app. He repeatedly contacted Kuban requesting the return of the money or payment of the fine, including three audio messages on August 30, 2025, but received no response. Only on September 14 did Kuban inform him that he "forgot," but the fine was never paid, and the funds were appropriated.
According to the investigation, on September 30, 2025, B.A. was forced to pay the fine under Article 185 of the Code of Offenses on his own. Thus, the actions of the accused caused material damage to the victim in the amount of 7600 soms.
At the court hearing, Kuban fully admitted his guilt and supported a plea agreement, asking for a fine to be imposed. The victim B.A. confirmed that the damage had been compensated and had no claims against the accused, requesting a lighter sentence for Kuban.
On December 2, 2025, the Naryn City Court found Kuban guilty under Article 209, Part 1 ("Fraud") and imposed a fine of 20,000 soms.
The accused was released from custody right in the courtroom.
