The State National Security Committee established that a man called for mass riots and transmitted information about prisons in Kyrgyzstan. The court issued a verdict.
The judicial authorities sentenced a man to 7 years of imprisonment, who is serving his sentence in correctional colony No. 27 (located in the village of Moldovanovka), for publishing criticism of the authorities on social media.
According to the press service of the GKNB from June 2025, a user named "A.K.S.K." was found on Facebook, who called for disobedience to the authorities and mass riots.
According to intelligence data, the account belonged to B.E.M., born in 1984, who is in correctional colony No. 27. He was found guilty under Articles 278 ("Calls for active disobedience to the lawful demands of representatives of the authorities and for mass riots") and 330 ("Incitement of racial, ethnic, national, religious, or interregional hostility (hatred)") of the Criminal Code and sentenced to imprisonment.
As reported by the GKNB, since January 2025, the convicted person regularly published materials aimed at destabilizing the socio-political situation, which became the basis for initiating a criminal case under Article 327 part 2 ("Public calls for the violent seizure of power") of the Criminal Code.
The investigation established that the suspect maintained contact with journalist B.T. and provided him with information about the prisons of Kyrgyzstan; the GKNB believes that he received instructions from B.T.
Expert opinions confirmed that the publications from this account contained "calls for active disobedience to the lawful demands of the authorities and the organization of mass riots, as well as violence against citizens. Additionally, the publications exhibit signs of public calls for the violent seizure of power and the violent change of the constitutional order."
The Alamedin District Court, having reviewed the case, found him guilty under part 3 of Article 278 and paragraph 1 of part 2 of Article 327 of the Criminal Code, imposing the following penalties:
– imprisonment for 5 years under part 3 of Article 278 of the Criminal Code;
– imprisonment for 3 years under paragraph 1 of part 2 of Article 327 of the Criminal Code.
According to Article 77 of the Criminal Code, by partially combining the sentences, B.E. was sentenced to a total term of 6 years. Also, under Article 78 of the Criminal Code, the unserved part of the sentence was added to this term.
Thus, by the verdict of the Pervomaisky District Court of Bishkek dated June 2, 2023, B.E. must serve 7 years in a strict regime prison, starting from June 25, 2025. The period of detention before the verdict comes into legal force is also taken into account in accordance with Article 80 of the Criminal Code.
