The new version of Article 380-3 of the Criminal Code clearly distinguishes between types of violence: threats and non-life-threatening violence, as well as dangerous violence. Different penalties are provided for each of these cases.
In cases of threats or violence that do not pose a danger to health or life, the penalties for assaulting medical workers and ambulance drivers include:
- fines;
- corrective labor;
- community service for up to 300 hours;
- restriction or imprisonment for up to two years.
If the assault occurred under aggravating circumstances, such as by a group of individuals, repeatedly, or in emergency conditions, the possible penalties will be:
- restriction of freedom from three to seven years or imprisonment for the same period.
In cases of dangerous violence that threatens life and health, the following measures are provided:
- imprisonment from 5 to 10 years;
- in the presence of aggravating circumstances — from 7 to 12 years.
According to Tengrinews.kz, in the initial version of the bill, some penalties were stricter.
Medical workers have repeatedly become victims of violence, and this is a problem that persists in the country. A similar situation is observed in Kyrgyzstan, where attacks on medical personnel are also a serious issue. In November 2025, penalties for such incidents were tightened in the republic. For hooliganism against a person performing official or professional duties, the Criminal Code provides for a fine of 50,000 to 100,000 soms or imprisonment for a term of three to five years.
