In the Osh and Jalal-Abad regions, actions of an organized group linked to extremism and terrorism were identified, leading to the criminal liability of several individuals. This information was presented by Islambek Jooshbaev, the senior prosecutor of the Osh city prosecutor's office. During the investigation, it was revealed that from 2021 to 2022, several citizens of Kyrgyzstan residing in the Osh and Jalal-Abad regions — N.D.T., M.N.U., K.H.S., H.D.G., as well as citizens of Uzbekistan — M.F.J., S.K.K., S.M.A., K.M.Z., A.T.H., and minors U.K., A.U., F.U., H.K. formed a criminal community of an extremist and terrorist nature. According to the collected materials, during the specified period, these individuals secretly gathered in the mountains, specifically at the height of the village of Sahaba in the Nookat district and in the Arslanbapa mountains in the Bazar-Korgon district and the city of Tash-Kumyr. During these meetings, they used a black flag symbolizing the extremist organization and were dressed in military uniforms, bulletproof vests, and masks, as well as conducted tactical training sessions with firearms that were brought in from the city of Osh (AK-74, AKS-74, AKS-74U, SVD, and RPK-74). Furthermore, the group proclaimed the establishment of a branch of the terrorist organization called "Vilayat Turkestan" and pledged allegiance to the orders coming from the so-called Amir F.A. It was established that combat training was also conducted in residential premises, in the mountains, and in Bishkek under the pretext of organizing airsoft games. The lead trainer was D.U., who had special training in Syria and was appointed as the combat commander of the group. The investigation established that the organized criminal group planned to carry out terrorist acts and sought to create an "Islamic State" on the territory of Kyrgyzstan, which led to a series of serious crimes, including:
- On July 8, 2021, on the Osh – Kara-Suu highway, there was a robbery attack on citizens A.B. and Y.K. using an AK-74 assault rifle, during which $350,000 was stolen; - In August 2022, a resident of Osh, B.A.A., was brutally murdered in the village of Aral in the Nookat district; - On January 27, 2023, in the village of Jim in the Kara-Suu district, there was a robbery attack on citizens M.A. and T.A. using firearms; - In November 2023, large quantities of firearms, ammunition, explosives, and extremist materials were seized at various addresses in Osh.
According to the verdict of the Osh City Court dated September 27, 2024:
- N.D.T. and A.T.H. were found guilty of multiple articles of the Criminal Code, including 262, 37, 252, 41, 207, 122, 267, 180, and 332, and sentenced to life imprisonment with confiscation of property; - M.N.U. and S.K.K. received 20 years of imprisonment with confiscation of property; - M.F.J. was sentenced to 12 years; - K.M.Z. — to 10 years; - S.M.A. — to 8 years; - K.H.S. and H.D.G. — to 4 years under articles 367 and 331 of the Criminal Code.
On July 15, 2025, the Osh Regional Court dismissed the appeals of the defendants and their defenders, confirming the verdict of the city court. However, the sentence for S.K.K. was changed to 13 years of imprisonment with confiscation of property. Islambek Jooshbaev also noted that in 2025, the Osh City Court reviewed 20 criminal cases under articles 252, 262, 330, 332, and others, with 18 resulting in guilty verdicts. Amnesty was applied to 7 individuals, and in 2 cases, criminal prosecution was terminated due to the expiration of the statute of limitations. In the appellate instance, the Osh Regional Court reviewed 18 criminal cases concerning 26 individuals, based on 8 appellate submissions and 10 complaints. In four cases, the verdicts were changed, and in four, they remained unchanged.
